San Rafael, California –Authorities in Marin County have rearrested a convicted sex offender, Willie Jessie Clinton-Jones, 45, after he allegedly followed a child onto the campus of Davidson Middle School in San Rafael just 24 hours after being released from jail. This marks yet another troubling incident in Clinton-Jones’ long pattern of offenses spanning from 2017 to 2025.
According to the San Rafael Police Department (SRPD), the suspect was apprehended Tuesday morning following multiple reports from concerned residents and school staff about suspicious activity in the Woodland Avenue area. Davidson Middle School officials alerted police that the man, known to them from prior campus incidents, had followed a student onto school grounds. Although no physical contact occurred, Clinton-Jones fled the scene when approached by school personnel.
SRPD’s Officer Scott Eberle confirmed that Clinton-Jones has a history of harassing both children and women, describing previous behavior as “terrorizing.” He was under parole supervision by the California Department of Corrections and Rehabilitation (CDCR), which had outfitted him with a GPS tracking device. Using the GPS data, police located and arrested him without incident on the 200 block of Woodland Avenue.
This is not Clinton-Jones’ first offense shortly after release. In a similar pattern last year, he was arrested within a day of leaving custody for harassing women. His record reveals a persistent failure of the criminal justice system to adequately protect the public from repeat offenders, particularly those with a history of predatory behavior around schools.
The suspect is now being held without bail at the Marin County Jail for parole violation, being a registered sex offender on school grounds, and child annoyance.
Policy Questions Raised
This incident raises urgent questions about parolee monitoring and the protection of school zones from known threats. Advocacy groups are calling for stricter enforcement of no-go zones for registered sex offenders and better coordination between local law enforcement and corrections departments.
As communities across the U.S. grapple with balancing rehabilitation and public safety, this case underscores the danger of inadequate supervision and early release without sufficient community safeguards in place.
