Ibadan, Nigeria – In a landmark move aimed at curbing sexual harassment in Nigerian higher institutions, the Oyo State College of Nursing and Midwifery, Eleyele, Ibadan has announced a partnership with the Gender Mobile Initiative (GMI) to implement a comprehensive anti-sexual harassment policy.

This development was disclosed after a high-level meeting between college officials, representatives of the National Board for Technical Education (NBTE), and the Gender Mobile Initiative, held at the institution’s conference room on Tuesday.

The meeting concluded with an agreement to sign a Memorandum of Understanding (MoU) focused on eliminating sexual harassment, building institutional capacity, and fostering a safe learning environment.

“The initiative is critical to upholding the dignity and rights of our students and staff, and so we key into this policy,” Mrs. Adeleke said.

The College’s new approach will involve strengthening policies, increasing awareness, and establishing an Independent Sexual Harassment Prohibition Committee, as directed by the NBTE.

Professor Idris Bugaje, Executive Secretary of the NBTE, represented by Mr. Bello Abdul-Hakeem, emphasized that the effort forms part of a national strategy designed in partnership with the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to promote gender-safe academic environments.

He further urged the College to partner actively with GMI and put in place effective reporting and response mechanisms.

In her remarks, Ms. Omotunde Blessing, who spoke on behalf of Gender Mobile Initiative, introduced the Campus Pal App—a discreet reporting platform that empowers students to lodge sexual harassment complaints confidentially and safely.

“The situation of sexual harassment on campuses requires drastic measures to combat. We need to join hands to restore sanity in our education institutions,” she declared.

Omotunde also revealed that the NGO would provide mini-grants to support the technical process of policy design and full implementation at the college level.

This partnership is a significant step forward in the broader campaign to make Nigerian campuses safer, especially for female students who are often the primary victims of harassment in academic spaces.

Speaking on behalf of the Provost, the Deputy-provost, Mrs. Iyabo Adeleke said the MoU aims to strengthen existing efforts to prevent sexual harassment, including through policy development, capacity building, and promoting awareness.

“The initiative is critical to upholding the dignity and rights of our students and staff, and so we key into this policy,” she said.

She said that the College under the watch of Dr. Owolabi had zero tolerance for sexual harassment, abuse of office, and other forms of corrupt practices.

The Executive Secretary, National Board for Technical Education, NBTE, Prof. Idris Bugaje said the board, in collaboration with a non-governmental organisation, Gender Mobile Initiative, is committed to fostering safe, inclusive, gender-friendly, and harassment-free learning environments across all tertiary institutions, under NBTE’s purview.

He said the policy is sequel to a stakeholder engagement on Sexual Harassment Prevention organised by the Independent Corrupt Practices and Other Related Offences Commission.

Represented by Mr. Bello Abdul-hakeem, the Executive Secretary said the College must constitute an Independent Sexual Harassment Prohibition Committee or a gender-based violence response team to oversee the execution of the policy.

The Executive Secretary also mandated the college to work with Gender Mobile Initiative and establish clear report and response mechanisms to address cases of sexual harassment effectively.
