WASHINGTON, D.C. — The U.S. Department of Education has officially launched a federal investigation into the University of Michigan (UM) over alleged irregularities in its foreign funding disclosures. The announcement, made Tuesday, comes amid mounting pressure from the Trump administration to crack down on foreign influence in American academic institutions.

According to the Department’s Office of the General Counsel (OGC), preliminary reviews of UM’s foreign partnership disclosures revealed “inaccurate and incomplete” reporting, raising concerns about transparency and potential national security risks.

“Today’s investigation into UM reflects the Trump Administration’s ongoing efforts to hold colleges and universities accountable for failing to comply with federal disclosure laws on foreign funding,”

the DOE said in a press release, citing President Trump’s Executive Order on

UNIVERSITY VOWS TO COOPERATE

In a response to the announcement, UM spokesperson Colleen Mastony stated that the university “takes its responsibility to comply with the law extremely seriously” and would fully cooperate with federal authorities.

“We strongly condemn any actions that seek to cause harm, threaten national security or undermine the university’s critical public mission,”

she said in a statement issued to the Associated Press.

ALLEGATIONS OF FOREIGN SABOTAGE

Paul Moore, the Department’s Chief Investigative Counsel, made strong allegations in the release, suggesting that UM had “downplayed its vulnerabilities to malign foreign influence” and referenced recent arrests involving Chinese nationals connected to the university’s laboratories.

Moore cited federal charges against a Chinese scientist and his girlfriend who allegedly attempted to smuggle a toxic fungus into the United States—a substance the FBI has flagged as a potential tool for “agroterrorism.” Another Chinese national was arrested just days later for reportedly shipping biological material to a UM facility.

“As the recipient of federal research funding, UM has both a moral and legal obligation to be completely transparent about its foreign partnerships,”

Moore emphasized.

A NATIONWIDE TREND

The University of Michigan is not alone in facing such scrutiny. The Trump administration has pursued similar probes at other prestigious institutions, including Harvard University, the University of Pennsylvania, and the University of California, Berkeley. All fall under a broader effort to dismantle foreign interference—particularly from China—within U.S. academic and research environments.

NEXT STEPS

The DOE has demanded that the University of Michigan submit records within 30 days to verify the scope and accuracy of its reported foreign partnerships and gifts.

The federal spotlight on UM also coincides with broader efforts by the Trump administration to dissolve Diversity, Equity, and Inclusion (DEI) programs in public universities and clamp down on student-led activism, especially on contentious international issues.

As the investigations deepen, observers expect further tension between academic freedom and national security concerns to play out across campuses nationwide.

This is a developing story. Stay tuned for updates as more details emerge.
