Job description: Stockgap Fuels Limited is a key player in the oil and gas downstream sector of the Nigerian economy. Stockgap is committed to providing access to the ever increasing demand for energy in Nigeria. The company is currently engaged in the bulk storage and distribution of refined petroleum products (PMS, AGO and DPK) and Liquefied Natural Gas (LPG), also known as cooking gas. The company through its state-of-the-art storage terminal in Port-Harcourt has positioned itself as a reputable player in the downstream oil and gas sector.

We are recruiting to fill the following positions below:

  • To develop, implement, monitor, and review the company’s HSE management system, with the goal of achieving work activities without incident, harm to personnel or damage to property or the environment.
  • Delivering and maintaining a positive Health and Safety culture company-wide and liaising with the management team, relating to all aspects of Health and Safety performance, ensuring continuous improvement on safety standards, systems, and procedures, implementing legislative compliance and best practices.

Job Description

  • Provides insights, information and Support to and advises Management on the Health Safety Environment implications of corporate strategy options and planned imperatives.
  • Be an ambassador for HSE and promote “out of the box” thinking which enables solutions to problems to be identified and implemented effectively throughout the group.
  • Ensures, in accordance with the Corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems.
  • Acts as a Health, Safety, and Environmental (HSE) SME (Subject Matter Expert). Provides direct and timely counsel and information to management.
  • Assists the Departments in their dealings with clients in all issues concerned with Health and Safety at work.
  • Provides technical support to Senior Management on any safety-related subjects.
  • Carries out any in-house safety training.
  • Advises management on the cost-effectiveness of safety programs
  • Preparation of Health and Safety documentation for new tenders.
  • Liaises with heads of divisions and departments to drive adoption and compliance with HSE standards, policies and procedures
  • Performs safety risk assessment and remediation plans as required.
  • Ensure on time and accurate reporting of weekly and monthly HSE performance.
  • Ensure that adequate and effective risk assessments are undertaken and regularly reviewed.
  • Build and lead an effective and cohesive operations team.
  • Conducts safety audits both internal and external.
  • Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives.
  • Leverage on senior-level expertise across the group to provide cost-effective technical guidance and strengthen technical competency.
  • Oversight of organizations HSE expenses and budget.
  • Develop and monitor HSE annual plan to ensure the implementation
  • Takes part in accident/incident investigation.
  • Provides safety support and advice, including supervision on preparation of plans and procedures for initial contract start-up activities.
  • Oversees the assessment of HSE needs and related equipment acquisition.

Requirements

  • Bachelor’s Degree in Science / Engineering or equivalent.
  • Additional professional qualifications in HSE and Fire & Safety Management Systems.
  • IOSH membership or similar association
  • Evidence of Continued Professional Development (CPD)
  • Competency certification in Lead Auditor OHSAS 18001 or relevant certification

Experience:

  • Minimum of 10 years of experience in HSE, of which 7 years should be in a supervisory in the oil and gas industry preferably midstream and downstream.
  • Experience creating and managing a budget including resource allocation and priority setting.

2.) Jetty Supervisor

Job Location: Rivers

Job Description

  • Liaise and manage effective relationships with logistics, vessels, vendors, safety, and terminal operator.
  • Coordinate the movement of vessels from the jetty according to vessel routing plans and cargo operation plans/schedules.
  • Provide and facilitate round-the-clock communication between all stakeholders.
  • Monitor and respond swiftly to all time-sensitive schedules that relate to activities in and around the Jetty. This includes acting in the interest of the organization on matters of dispute.
  • Execute the operating instructions by the Improvement Supervisor or Senior Operations Supervisor.
  • Take necessary and appropriate actions to resolve operational issues.
  • Carry out the investigation and inform the relevant department heads of high discrepancies for all loading and unloading operations.
  • Ensure operational records are documented and correctly filled in and filed by the Jetty and Tank Farm Team.
  • Plan and work out the manpower roster and arrange a replacement as needed.
  • Manage and coordinate mooring activities, waterfront depth monitoring, and management. Informing and taking necessary actions to ensure safe and efficient usage of the jetty and its facilities.
  • Continually inspect operations for abnormal circumstances at the tank farm and jetty area and timely report any malfunction of equipment.
  • Ensure proper housekeeping of the responsible area.
  • Coordinate the commissioning and decommissioning of the terminal facilities.
  • Develop and train all Jetty and Tank Farm personnel by positively reinforcing performance and giving encouraging coaching as needed to promote safety and work proficiency.
  • Provide performance feedback and appraisal for the team.
  • Achieve the Key Performance Index set out by the management.

Requirements

  • HND or B.Sc in Nautical Science or Marine Transport Management Technology.
  • 5 years of experience in Vessels Operations or Terminal Jetty Operations in a reputable.
  • The ability to communicate excellently.
  • Good knowledge of spillage and environmental protection.
  • The ability to work effectively under pressure.
  • Good organizing and people skills.
  • Experience in interfacing with port authorities and government agencies, classification society, and state administration for Jetty Operations.
  • Excellent knowledge of Jetty Operations activities (Mooring, discharging Operations, Pilotage requirement, and Marine traffic control operations).
  • Good Terminal Emergency response knowledge.

3.) Stock Control Officer

Job Location: Rivers

Job Summary

  • Responsible for maintaining accurate stock records of all products (LPG, PMS, AGO, etc) in the terminal and monitoring stock levels, coordinating deliveries, conducting inspections, and ensuring the smooth flow of operations within the terminal while ensuring compliance with safety regulations.

Responsibilities

  • Participates in taking opening and closing dips for each day for each product tank.
  • Sends daily loading and Remainder on Board (ROB) report to supervisor.
  • Participates in ullaging of loaded trucks on a random basis.
  • Ensures daily review of diesel dispensing register for accuracy.
  • Complies with established internal control procedures by examining records, reports, operating practices, and documentation.
  • Gives independent and objective reports on the investigation of errors, irregularities, and fraud identified in terminal operations and other company’s business operations.
  • Witnesses receipt of AGO for internal use and escalate discrepancy between quantity received and quantity ordered.
  • Reviews of daily loading report for completeness and accuracy and escalation of any exception to the Supervisor.
  • Participatesin receipt of product from Vessel to Shore tanks and escalates to Supervisor if there is any discrepancy.
  • Ensures daily reconciliation of dispatch and security truck out register to ensure they tally.
  • Conducts regular inspections and quality checks to ensure compliance with safety standards and regulatory requirements.
  • Implements and maintains audit policies and procedures in accordance with company-established best practices.
  • Conducts year-end inventory count and periodic fixed asset verification exercises as directed by the supervisor.
  • Prepares detailed and timely reports on daily/weekly activities.

Qualifications and Skills

  • B.Sc / HND in any of the following fields: Finance, Accounting, Business Administration, Mathematics, Engineering Statistics, Economics, or any other equivalent qualification from a recognized institution
