ICPC Secures Conviction of Federal Aviation Official Over Fake Employment Scam

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has successfully secured the conviction of Mr. Elvis Simon Okerenyi, a staff member of the Federal Ministry of Aviation, for defrauding a job seeker under the pretense of offering employment in the civil service.

According to details released by the Commission on Sunday, June 29, 2025, Okerenyi was found guilty of collecting ₦1,000,000.00 from a job seeker, Titus Tavershima, in exchange for a fraudulent job offer. Investigations revealed that the convict forged employment documents and misrepresented his capacity to offer legitimate civil service employment.

The act violates Section 320 of the Penal Code and is punishable under Section 322 of the same law, as applicable in the Federal Capital Territory (FCT).

The case, which was initially filed as a seven-count charge, was resolved through a plea bargain agreement with the prosecution. Consequently, the charges were amended to a single count, and the defendant pleaded guilty before Justice S. C. Oriji of the High Court of the FCT.

Justice Oriji convicted Okerenyi in line with Section 270(10) of the Administration of Criminal Justice Act (ACJA) and sentenced him to one year imprisonment with an option of a ₦200,000.00 fine. In addition, the court ordered the convict to pay ₦350,000.00 in restitution to the victim.

The ICPC, through its spokesperson Demola Bakare, fsi, reaffirmed its commitment to rooting out corruption and warned members of the public to remain vigilant against employment scams.

Fake Employment Fraud: ICPC Secures Conviction

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction in a case involving a staff member of the Federal Ministry of Aviation, Elvis Simon Okerenyi, who was facing charges bordering on forgery and giving “fake employment” to a job-seeker.

Investigations revealed that Mr. Okerenyi had allegedly defrauded a job seeker, Titus Tavershima, of the sum of (N1,000,000.00) One Million Naira to secure employment in the Federal Civil Service. This act is contrary to Section 320 and punishable under Section 322 of the Penal Code, Cap 532, Laws of the Federal Capital Territory, Nigeria, 2006.

Subsequently, the defendant entered into a plea bargain agreement with the prosecution; the initial seven-count charge was amended to a count charge to which the defendant pleaded guilty.

The defendant pleaded guilty upon his arraignment based on a plea bargain agreement before Justice S. C. Oriji of the High Court of the Federal Capital Territory (FCT) and was convicted pursuant to section 270(10) ACJA on the only charge in the amended charge. The court further sentenced the convict to one (1) year imprisonment or an option of a fine of N200,000.00 and ordered him to restitute the sum of N350,000.00 to Titus Tavershima, the victim of his crime.
