It was American leadership expert, John C. Maxwell, who once said that “a leader is one who knows the way, goes the way and shows the way.” In Akwa Ibom State today, the unfolding development trajectory under the current administration of Governor Umo Eno shows a practical demonstration of that philosophy.
On assumption of Office, the Governor clearly articulated his vision through his governance blueprint known as the ARISE Agenda and so far, that framework has since served not just as a policy document, but as the operational compass of his administration.
Thirty-three months down the line, the implementation tempo indicates that the vision is steadily advancing from articulation to execution.
In what can only be described as a defining season of service delivery, the State Governor, Pastor Umo Eno, has intensified the implementation of his ARISE Agenda, turning the State into a vast construction site with measurable impact across critical sectors of governance.
At the February edition of the Monthly Media Briefing held yesterday March 2, 2026, at the Government House Press Centre, Uyo, the State Commissioner for Information, Hon. Aniekan Umanah laid bare the depth of transformation recorded in just 33 months, driven by compassion, fiscal discipline, and strategic development.
In the last one month alone, contractors have maintained visible presence across project sites, delivering on promises. From aggressive pothole remediation across 83 sections of Uyo metropolis to the total reconstruction of Aka Itiam Street.
Particularly remarkable is the rapid progress recorded at the ARISE Palm Resort, a signature project designed to elevate the State’s tourism and hospitality profile. The government also sealed a Memorandum of Understanding for the professional management of the ARISE Palm Resort and the Ibom Hotel & Golf Resort, while advancing plans for a 5,000-capacity Convention Centre and a 200-bed Ibom Hotel at the Tropicana Complex.
In Ikot Ekpene, a franchise arrangement for Four Points by Sheraton Ikot Ekpene is set to strengthen the State’s hospitality ecosystem and position it as a preferred destination for Meeting, Incentives, Conferences, Exhibitions and leisure.
Also, Governor Eno has demonstrated that governance must be rooted in empathy through his leadership style. In Atabong, Eket, he handed over a newly built three-bedroom bungalow and seven self-contained apartments to a family whose home was destroyed by fire.
Also, over, 80 billion naira has been disbursed so far to retired civil servants as pension and gratuity backlog thereby restoring the dignity and financial stability of these retirees.
Governor Eno is also defending the State’s 76 oil wells, underscoring his commitment to protecting Akwa Ibom’s economic interests. Simultaneously, he convened strategic meetings with Ministries, Departments and Agencies to drive the full implementation of the Treasury Single Account, blocking leakages and strengthening fiscal transparency.
Agriculture remains a central pillar of the ARISE Agenda. Through the 50 hectares Ibom Model Farm, ARISE Home Farms Scheme and Back-to-Farm Initiative, the administration has repositioned agriculture as a structured economic driver. The free food distribution programme is currently benefiting over 500,000 vulnerable households.
Complementing agricultural reforms is massive infrastructure expansion, with over 1,200 kilometres of roads and 32 bridges either completed or ongoing. The eco-friendly CNG Mass Transit Scheme which was recently flag-off is sure to further ease transportation challenges, providing affordable mobility for workers and families.
In workers’ welfare, the Governor has demonstrated uncommon fiscal courage. The implementation of the N80,000 minimum wage, consistent 13th-month salary payments, recruitment of 3,000 workers and 2,000 health personnel, and the N1.2 billion wardrobe allowance to teachers collectively affirm an administration that values productivity and morale.
Healthcare has witnessed transformative upgrades, with 31 Model Primary Healthcare Centres operational across all Local Government Areas, complemented by renovated general hospitals and expanded health insurance coverage.
In the area of education, Model Schools are being built as well as 121 projects rehabilitated under SUBEB, while free education policies, bursaries, and examination fee payments continue to reduce barriers to sound education.
Security has not been left to chance. The creation of the Ministry of Internal Security and Waterways, deployment of a 4,500-man Ibom Community Watch, provision of patrol vehicles and 13 gunboats, and operationalisation of a Security Command Centre have strengthened peace and stability across the State.
Governor Umo Eno’s youth empowerment drive equally speaks volumes. From N50,000 unemployment benefits to monthly grants for 500 youths, N750 million released to 1,500 young entrepreneurs, and training for over 10,000 youths and SMEs, the administration is deliberately widening economic participation.
Under the Compassionate Homes initiative alone, about 335 housing units have been completed and handed over to vulnerable citizens, each accompanied by a N500,000 business support grant which is a clear evidence of empathy for the less privilege members of the society.
Strategic investments such as the 18-storey Ibom Tower in Lagos, proposed Ibom Hotels in Abuja, aviation expansion with additional aircraft acquisition for Ibom Air, Aviation Village development and enhanced airport facilities further position Akwa Ibom as a competitive investment destination.
Truth be told, the ARISE Agenda is no longer a campaign mantra; it is an unfolding governance philosophy. From infrastructure development to agriculture, healthcare to security, youth inclusion to fiscal discipline, Governor Umo Eno’s leadership reflects a deliberate fusion of compassion and competence.
Indeed, after 33 months in office, what is evident is intentionality, a government that listens, plans, and executes.
