Newspot Nigeria has filed a request under the Freedom of Information (FOI) Act, 2011, seeking access to the full official memo dated August 29, 2024, reportedly issued by the Office of the Accountant-General of the Federation concerning requests for special intervention funds totaling about ₦915.5 billion.
The request, addressed to the Federal Ministry of Finance and copied to relevant oversight offices, seeks the complete memo together with all annexures, schedules, and supporting documents referenced in the communication.
The FOI request was submitted on Sunday, 28 December 2025, in accordance with the provisions of the Freedom of Information Act, which guarantees public access to records held by public institutions.
Background to the request
Excerpts of a memo dated August 29, 2024, have circulated online and in sections of the media, indicating that requests for special intervention funds amounting to ₦915.5 billion were made, with ₦450.7 billion reportedly disbursed and ₦464.7 billion outstanding at the time the document was prepared. However, the full memo and its annexures have not been officially released.
Special intervention funds are typically requested by state governments or federal agencies to address emergencies, infrastructure needs, humanitarian concerns, or other exceptional fiscal pressures. Such funds are processed through the Office of the Accountant-General of the Federation in coordination with the Federal Ministry of Finance.
Because intervention funds involve public resources, transparency advocates often stress the importance of clear documentation and public access to information to support accountability and informed public discourse.
Purpose of the FOI request
Newspot Nigeria stated that its request seeks to obtain the complete and authentic version of the memo, including all schedules and approvals, to enable accurate reporting and public understanding.
