In a swift reversal of policy following judicial intervention, the U.S. State Department has directed its embassies and consulates worldwide to resume processing visas for students and exchange visitors bound for Harvard University, after a federal court blocked President Donald Trump’s latest proclamation targeting the Ivy League institution.

The directive, issued Friday and signed by U.S. Secretary of State Marco Rubio, mandates consular officials to immediately reinstate “standard processing” of Harvard visa applications, explicitly stating that “no such applications should be refused.”

The policy turnaround follows a temporary restraining order (TRO) issued by U.S. District Judge Allison Burroughs, who temporarily halted the administration’s efforts to bar international students from attending Harvard. Burroughs expressed concern that some U.S. embassies had already begun denying visa applications in line with Trump’s blocked directive, potentially affecting hundreds of incoming students.

“The resumption of visa processing is in accordance with the TRO,” the cable emphasized, signaling the State Department’s commitment to complying with judicial orders even as legal tensions escalate between the Trump administration and academic institutions.

Judge Burroughs, who will preside over another major hearing next week, has made it clear that she is keen on protecting the continuity of Harvard’s international student body, amid what many have called a politically charged immigration crackdown.

Harvard previously alerted the court that some consulates had already refused to process visas, leading to delays and uncertainties for foreign students planning to arrive for the fall semester.

The situation underscores a growing confrontation between federal immigration policy and academic freedom, with universities like Harvard standing at the crossroads of international mobility and U.S. political battles.
