Tensions over immigration enforcement escalated dramatically in Chicago this week as federal agents with U.S. Immigration and Customs Enforcement (ICE) clashed with protesters and elected city officials outside an ICE-operated facility in the South Loop. The confrontation took place at the Intensive Supervision Appearance Program (ISAP) office on South Michigan Avenue, where agents detained multiple immigrants, sparking a wave of public outrage and organized resistance.

Community members and immigrant rights organizations swiftly mobilized after Yolanda Chavez, a longtime Chicago resident and Honduran national, failed to emerge from a scheduled check-in. Chavez, who has lived in the U.S. for a decade and is undergoing asylum proceedings, remains unaccounted for, according to Antonio Gutierrez of Organized Communities Against Deportations (OCAD).

By mid-afternoon, three aldermen—Anthony Quezada (35th Ward), Byron Sigcho-Lopez (25th), and Rossana Rodriguez-Sanchez (33rd)—joined roughly 30 protesters at the scene. In a bold act of civil disobedience, Quezada and Rodriguez-Sanchez sat in front of a van trying to enter the facility’s lot. Moments later, federal agents in sunglasses and face coverings surged in, violently dispersing the crowd.

“They shoved Alderman Quezada to the ground and trampled people as if we were not human,” Sigcho-Lopez told reporters. “This is the Gestapo in our city.”

Rodriguez-Sanchez reported bruises after being “thrown around a lot,” while Quezada was seen visibly shaken.

Despite the physicality of the confrontation, no arrests were made. A Chicago Police Department spokesperson noted officers were dispatched to ensure safety and protect the right to peaceful protest.

Mayor Brandon Johnson has condemned the federal agents’ actions, calling them “reckless and dangerous.” In a statement, he described the incident as “an assault on Chicagoans and their elected representatives,” vowing to review the clash and defend the city’s sanctuary policies.

The events in Chicago mirror similar unrest nationwide, as ICE has intensified its enforcement activities in cities like San Diego, Minneapolis, San Francisco, and New York. ICE spokespersons confirmed that those detained in Chicago had “executable final orders of removal,” but advocates and attorneys argue the agency’s tactics are sowing fear and undermining due process.

According to the Department of Homeland Security (DHS), migrants who entered the U.S. illegally within the past two years are now subject to expedited removal unless they demonstrate a “valid credible fear” claim. This policy shift has resulted in ICE agents targeting immigrants at court hearings, often ambushing them after dismissals—leaving families devastated and lawyers scrambling to respond.

“This is a cruel trap,” said Erendira Rendon of the Resurrection Project. “Show up to court and risk deportation. Don’t show up, and you still risk deportation.”

In neighborhoods like Little Village and Pilsen, local rapid response teams and residents are on high alert. Reports of ICE vehicles led to community patrols and peaceful pushbacks, preventing further detentions in some cases. However, advocates say the fear is widespread, with migrants skipping school, work, and even medical appointments.

“This terrorizing needs to stop,” said Alderman Mike Rodriguez of the 22nd Ward. “But we fear it won’t. We must resist until we get this man [Trump] out of office.”

With federal agents now reportedly operating without proper identification or signed warrants in some cases—especially in private residences—civil rights groups are calling for urgent oversight and congressional inquiries. U.S. Rep. Delia Ramirez has already demanded accountability from ICE regarding their courtroom tactics and treatment of Chicago residents.

As Chicago reckons with this fresh wave of immigration enforcement, many are asking how much longer federal agents will be allowed to disregard local laws, intimidate elected officials, and destabilize communities without consequence.
