…. Rolls Out Admission Guidelines, CAPS, IBASS
The Joint Admissions and Matriculation Board (JAMB) has commended President Bola Ahmed Tinubu for giving approval for the establishment of new tertiary institutions in the country.
The Registrar, Prof. Is-haq Oloyede, made the commendation at an interactive meeting with principal officers of newly-established, upgraded and adopted Universities, Polytechnics and Colleges of Education across the country on 14th April, 2025, in Abuja.
Prof. Oloyede stated that the approval of 67 new higher institutions, comprising 22 new universities, 33 new polytechnics and monotechnics, and 12 new colleges of education across the country between late 2024 and 2025 is a demonstration of President Tinubu’s commitment to expanding access to tertiary education in the country.
The Registrar pointed out that the interactive session was to introduce them to the regulatory framework guiding admission processing on the Central Admissions Processing System (CAPS) as well as the operations of the Integrated Brochure and Syllabus System (IBASS).
According to him, JAMB, as part of its regulatory mandate, is mandated to regulate admissions into all tertiary institutions of learning across the country adding that this is being carried out
in conjunction with relevant regulatory bodies such as NUC, NBTE and NCCE, and some professional bodies as well as all tertiary institutions in Nigeria.
“It is as a result of your coming on board late in the session, that JAMB deemed it fit to hold an interactive meeting with you,” he said.
Prof Oloyede used the occasion to urge the institutions to steer clear of conducting illegal admissions or engage in any form of infractions, stressing that there would be no room for regularisation or condonement of such admissions, adding that all admissions must be done using the automated platform of the Central Admissions Processing System (CAPS).
He stated that CAPS was introduced in 2017 as a platform that automates and streamlined admission processes, while the Integrated Brochure and Syllabus System (IBASS), launched in 2018, facilitates communication among regulatory bodies as well as enable eligibility checks by candidates with respect to their respective academic programmes.
He said, “CAPS ensures transparency, fairness, and integrity in the admission process. Any institution attempting to bypass this platform risks having such admissions nullified.”
He said CAPS and IBASS have replaced the paper regime and have also now been equipped with institutional mail services as the Board’s sole official communication channel with institutions and regulatory bodies.
Prof Oloyede, explained that only academic programmes approved by regulatory bodies would be activated on the JAMB platform and urged those who have not done so to do the needful. He also informed the attendees that the Board had created accounts for them on the two platforms and urged their delegated handlers to guide their password jealously as the Heads of the institutions would be held liable for any infractions committed through these platforms.
Goodwill messages were taken from Heads of regulatory institutions, Directors from the Federal Ministry of Education and some critical stakeholders, who all commended JAMB for its efficient service delivery, innovations in the conduct of the UTME and admissions into the nation’s tertiary institutions.
