Biden started a “Keeping families together” program. This program is to allow those who came into the United States THROUGH BORDER, that is, they didn’t come in with any sort of visa, stay in the US after getting married to a US citizen and are now filing for adjustment of status (GREEN CARD).
Before, such a person is required by law to go back to his/her original country and then go through the US embassy and consulate before entering the US, but the Biden progam allows them stay while the processing for Green card is going on.
So it is the program that is declared illegal.
