Rooney reckons Three Lions captain Harry Kane should be rested for the Wales clash, while Manchester City’s Phil Foden should start on the left side of the attack.

According to him, West Ham’s Declan Rice and Dortmund’s Jude Bellingham should feature in the midfield.

Writing in his column for The Times, Rooney said: “Gareth Southgate needs to make changes for Tuesday’s game with Wales and given that it would almost take a miracle not to qualify, it is the perfect opportunity for him to give minutes to players who haven’t been used much so far.

“My starting XI would have [Phil] Foden on the left and Bukayo Saka competing with Raheem Sterling for a place on the right.

“I would also bring in another holding midfielder to play alongside Declan Rice, releasing Jude Bellingham to play as a No 10.”

Here is Rooney’s starting England’s starting XI against Wales:

Attack: Wilson, Foden, Saka/Sterling
Midfield: Bellingham, Henderson/Phillips, Rice
