Gareth Southgate confirmed his 26-man squad for Qatar on Thursday afternoon with the former Chelsea starlets both missing out.
Abraham has been included in recent England squads throughout the year after an impressive first season at Roma where he scored 27 goals in all competitions.
The 25-year-old has scored just three times for Jose Mourinho’s side this term, however, with Marcus Rashford and Callum Wilson selected ahead of him.
Tomori’s absence comes despite winning Serie A with Milan last season with former Manchester United defender Ferdinand believing the centre-half will be ‘massively disappointed’ with being overlooked.
‘I’ve got to be honest, I wasn’t surprised Tammy Abraham and Fikayo Tomori have been left out,’ Ferdinand told BBC Sport.
‘They play in Serie A, I don’t think that is the issue. Tomori I think will be massively disappointed given what he has been achieving at AC Milan. Playing Champions League football, winning Serie A last season and being an integral member in that team.
‘But these guys have to use this as fuel now for the next stage of their career.’
Explaining why Abraham missed out, England boss Southgate said: ‘Tammy has had a poor run of scoring at the wrong time.
‘It is not a case where we are three or four weeks away from the first match, we are now ten days, so form could be more important.’
Tomori meanwhile saw Harry Maguire, John Stones, Eric Dier, Conor Coady and Ben White selected ahead of him – with the latter offering an option at both centre-half and right-back where he has excelled for Arsenal this season.
‘We don’t think the young ones [centre-backs] have done quite enough to push the older ones out,’ Southgate said.
