The Brazilian midfielder has entered the final year of his contract with United, who have been open to a sale this summer.
Fulham had expressed an interest in signing the 30-year-old but he is now on the verge of completing a move to Turkey.
According to Fabrizio Romano, United have given the green light for Fred to travel to Turkey to undergo a medical after accepting Fenerbahce’s €15m (£13m) offer.
United are now expected to press ahead with a move for Fiorentina midfielder Sofyan Amrabat as Fred’s replacement.
Amrabat has already worked with Erik ten Hag during their time together at Utrecht, however, Juventus have also expressed an interest in signing the midfielder this summer.
Fiorentina are willing to sell Amrabat before the end of the transfer window but are demanding a €25m (£21.6m) transfer fee.
Elsewhere, United remain in negotiations with Real Sociedad over a loan deal for Donny van de Beek.
United are also open to selling Scott McTominay if West Ham get closer to meeting their £40m valuation.
United have already accepted West Ham’s £30m offer for Harry Maguire.
