Job description: Technical Support Consultant for Family Planning Integration
Project Overview and Role:
Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID-funded activity in Nigeria that focuses on integrating family planning into comprehensive primary healthcare (PHC) financing/ national public health insurance offerings as a step toward universal health coverage. PROPEL Health is currently supporting the Federal Ministry of Health to develop a National Blueprint for integrating FP services into the National Health Insurance packages while strengthening ongoing PHC family planning initiatives in Nigeria. One of the critical steps to this FP integration initiative is a stakeholders’ workshop that is expected to happen in September 2023 which will bring diverse stakeholders at national and state levels.
Purpose of this consultancy
PROPEL is looking to engage a senior consultant to provide technical support to FP integration activities including stakeholder engagements that will inform a National Guideline for the integration of family planning into comprehensive PHC and national health insurance services at the sub-national level.
Primary Duties and Responsibilities:
Conduct stakeholders’ engagements and meetings to generate consensus on technical, operational, and financial integration considerations.
· Provide technical support to stakeholders in identifying appropriate mechanisms, approaches and outlining the roles and responsibilities of different stakeholders using evidence and drawing a roadmap.
· Work with relevant stakeholders to synthesize all inputs and produce a report that will inform the National guideline for integrating FP services into health insurance and PHC in Nigeria.
Required Qualifications:
Advanced Degree in Public Health, Public Policy, Development Economics, or other related disciplines
· At least 10 years’ experience in health systems strengthening, health financing, health governance, health economics and project management
· Profound knowledge in Nigerian governance, health systems and political terrains
· Demonstrated problem solving, analytical, financial, and evaluative skills
· Track record of engaging government, private sector and other high-level stakeholders
· Demonstrated capacity to identify and resolve problems of coordination of multiple stakeholders
· Proficiency with Microsoft Office Suite (MS Excel, Word, PowerPoint, etc)
· Excellent negotiation, coordination and communication skills
· Strong English writing, oral communication, and reporting skills for high-level policy audiences
· Flexibility, adaptability, and resourcefulness.
· Ability to take the initiative and/or respond independently to situations
Evaluation Criteria:
Applications will be evaluated based on the following criteria:
A. Experience and Required Education (40%)
· Post-graduate qualification in Public Health or a related Technical Degree
· Experience in Health Systems, FP/RMNCH, Economics/Financing in Nigeria.
· Profound knowledge in Nigeria’s governance, health system, and political terrain
· Strong interpersonal, writing, presentation, and organizational skills.
B. Program management and previous work with the Federal Ministry of Health and its parastatals. (40%)
· Project management experience, including health systems
· Relevant experience with the FMOH, and government agencies
· Relevant experience with USAID
· Relevant educational background
C. Related Skills (20%)
· Ability to meet tight deadlines
· Attention to detail
· Excellent interpersonal skills
· Strong English writing, oral communication, and reporting skills
· Strong report writing and presentation skills
· Flexibility, adaptability, and resourcefulness. Ability to take the initiative and/or respond independently to situations.
D. Location
· This assignment will be based in Abuja
·
Period of performance
· This assignment shall be for seven (7) working days between – September 12th to 26th, 2023
Reporting:
· The consultant will report to the Director, Health Systems but work closely with the Senior Family Planning Consultant and government agencies
