Project BackgroundResults for Development (R4D) has been supporting federal and state-level health financing reforms in Nigeria since 2016 and has well-positioned itself to support the government change agents to advance the vision of the 2014 National Health Act to fully implement the first ever deliberate pro poor and vulnerable fund for health called the Basic Heath Care Provision Fund (BHCPF). With success stories from building up the health financing mandates and reforms at the federal agencies to supporting the kickoff of BHCPF implementation, R4D has been providing technical assistance on health financing reforms to three federal agencies: Federal Ministry of Health (FMoH), National Primary Health Care Development Agency (NPHCDA), and National Health Insurance Authority (NHIA). In 2022, the 6-year grant called the Nigeria Healthcare Financing technical assistance program from the Bill and Melinda Gates Foundation (BMGF) ended with key success stories that were shared globally.The theory of change applied during the Nigeria Healthcare financing technical assistance underpins a cross cutting approach that effectively linked the old grant and the new follow-on grant called Federal Level Technical Assistance for Primary Healthcare Financing at the federal level to match state-level implementation of health financing policies and strategies. The objective of this grant is to consolidate the gains so far on capacity building and institutional strengthening of federal agencies to support and facilitate state-level implementation of the reforms. The goal of the follow-on investment is to mobilize increased funding to the frontline health facilities and to increase the utilization of primary health care services, especially for pregnant women, children under-5 and those living in poverty by supporting the effective scale-up of BHCPF implementation.The PHC financing project is being implemented through four main workstreams. This includes institutionalizing strategic purchasing/benefit package, strengthening public financial management system, strengthening federal agencies responsible for the implementation of BHCPF and performance management and resource tracking. One essential aspect of this project is ensuring gender equality and social inclusion (GESI) across the four workstreams. To support the implementation of this program particularly specific to the Public Financial Management workstream, R4D is seeking consultants domiciled in Kano, Kaduna, and Lagos to work under the supervision of the Program Lead to cascade the budget process reforms in the pilot states.II. ObjectivesThe goal of the consultancy on this project is to ensure inclusive participation in the development and implementation of budget process reforms in the pilot states. This consultancy services to be rendered seek to achieve the following objectives:1. To technically support the public financial management workstream of the PHC financing TA program2. To implement specific budget process reform activities under the project in the pilot states3. To effectively communicate the results from R4D’s work regarding cascading budget process reforms to the donor and within the Health Financing space.III. Scope of WorkThe Consultant will undertake all activities necessary to fulfill the objective and output of the services, including but not limited to the following:1. Develop a robust concept note/workplan of activities to be implemented while on the project.2. Provide project management support for the Budget process reforms program within the state.3. Analyze the result of the baseline capacity building assessment for the Planning and Budget (P&B) Committee and Planning cells in the State.4. Finalize and operationalize a framework for building capacity of states on budget process improvement.5. Contextualize the capacity building modules for the state in preparation for their training on budget process improvement.6. Conduct a 3-day state training for members of both the P&B committee and planning cells to develop AOP in alignment with Health Sector budget.7. Actively implement the functions of the P&B committee in the state while ensuring remote supportive supervision from the P&B committee at the federal level8. Support the adaptation of the Budget Performance Monitoring tool for operationalization within the state.9. Conduct training for members of both the P&B committee and planning cells to pilot Budget Performance Monitoring tool in some DAPs to yield quarterly reports.10. Build the P&B committee’s capacity to conduct annual budget analysis.11. Develop and maintain positive relationships with stakeholders, including federal and state level government officials, development partners, and Nigeria based partner organizations.12. Support the AOP and Mock Budget development workshops towards the final preparation for Y2025 budget submission.13. Support the organization of meetings, workshops, and stakeholder consultations in Nigeria, including logistics, invitation lists, agendas, and producing meeting summaries.14. Support the formulation of high impact policy briefs, recommendations, and deliverables.15. Support Evidence generation and dissemination amongst Stakeholders both internal and external to the project.16. Support peer learning sessions, development of knowledge products, communication, and engagement materials on the project.17. Support the development of a sustainability plan for the budget process work beyond the lifespan of the Technical Assistance.18. Support the development of Progress reports on workplan activities and end of project documentation.IV. Contract Terms and KPIsThe duration of this contract is for 60 working days for a period of 6 months (10 LOE/month on average) with a possibility of extension (the consultancy will employ a phased approach, in which a portion of the workplan will be prioritized and completed within specified timelines, while others will be completed in the long term and contingent on funding, availability, and interest of the R4D team and the consultant).Remuneration will be made based on the achievement of key deliverables in the approved workplan.V. RequirementsPrimary Requirements: Candidate should have/be:· MSc. with 10 years’ experience OR a BSc with 15 years of relevant global/ public health/ public financial management experience· Relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank.· Interest in healthcare analysis, healthcare financing, public financial management, policy development and Human resource for health.· In-depth knowledge of the Nigerian health system, key health system actors, and state governments. Previous experience at the federal level strongly preferred.· Strong qualitative and quantitative analytical skills· Proven experience effectively working with and meeting the needs of various stakeholders, both in Nigeria and globally· Ability to think and solve problems in structured, logical, and creative manner.· Excellent written and verbal communication skills with ability to prepare compelling presentations and written reports.· Effectively able to work and collaborate in a team-based environment as well as independently to work on complex work streams/ projects.· Strong interpersonal skills and ability to connect with a wide variety of different stakeholders.· Proven ability to provide on-the-job capacity building, coaching and facilitation of trainings.· Ability to develop policy briefs, and other advocacy materials, as well as the ability to construct evidence-based arguments and speak to, and demonstrate, strong technical knowledge in health financing.· Comfortable working with a diverse team located in different geographies.· Proven project management experience, preferably with BMGF and USAID projects· High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word· Willingness to travel international and domestically, approximately 20-25%· Based in Kano, Kaduna, or Lagos States.Secondary requirement: Candidates should:

  • Have experience working on multi-stakeholder projects especially as it relates to public sector actors.
