Abt Associates seeks a consultant based in Nigeria with demonstrated expertise in the health sector in Nigeria who can support strategy and proposal development for health programs. This consulting agreement may be amended to change scope, period of performance or the level of effort (LOE) depending on the requirements of upcoming opportunity.
I. ILLUSTRATIVE TASKS
A) Research
- Gather key strategy documents and information regarding health sector priorities and needs in Nigeria and provide high-level analysis of findings to inform opportunity design.
B) Technical Strategy Design
- Contribute to brainstorming, content development, strategic approaches, meetings, writing, and reviews for the development of responsive programming for upcoming health opportunity(ies).
- Additional inputs into strong technical approaches to meet opportunity goals.
C) Partner and Staff Identification
- Identify, meet with, and discuss opportunities with relevant non-governmental organizations, as well as private and public actors, who can provide input into program design and could serve as potential partners on the program(s).
- Provide introductions to possible project candidates. If time allows, the consultant may identify and meet with potential staff for the program(s).
- Additional contributions into strong partner and staffing considerations for upcoming opportunity(ies).
II. TERM OF ASSIGNMENT AND LEVEL OF EFFORT
Start date: On or before 01/02/2024
End date: 06/30/2024 (with option for renewal)
Level of Effort (LOE): Not to exceed 90 days (with option for renewal). As details are released by USAID, there may be updated level of effort (LOE) to support writing or other elements of proposal development.

Seeking consultants based in Nigeria with potential for travel in-country.
