Job description: NCA has been operating in the Northeast of Nigeria since 2017, delivering humanitarian assistance in conflict-affected areas. NCA works closely with its national partner organizations, an approach that fulfils its mandate to strengthen civil society. NCA works in four local government areas in Borno State in Northeast Nigeria: Dikwa, Monguno, Gwoza-Pulka, and Maiduguri to save lives, alleviate suffering and safeguard the dignity of conflicted-affected populations. NCA implements humanitarian programs in:

– Gender-Based Violence (GBV)

– Adolescent Sexual and Reproductive Health (ASRH)

– Climate Resilient Water, Sanitation and Hygiene (CRWASH).

In Gwoza / Pulka LGA, Borno State, the total population is composed of 53 % of IDPs and 43 % of the host community . and the demographic pressure rate observed is 113 %, there is more IDPs than host community. During the dry season, some boreholes have low yields, reducing safe water access capacity in the locality. This last fact and the population rate pressure has the potential to increase conflict between the host community and IDPs, as well as increase the malnutrition rate among children under five years old. The WASH Severity Classification (WSC) phase 4, and the risk of conflict between IDPs and host community, will be mitigated in Gwoza / Pulka by the UNICEF Small Town Water Management Scheme set up during the year 2022, with 23 km of water system reticulation, construction of 20 new boreholes, the development of a 500 m3 reservoir for the distribution of water in Pulka town including the IPDs location area, and the rehabilitation of 8 solar powered boreholes. The safe water facilities functionality issues have been resolved in Pulka. Now the main challenge will be the sustainability and the management by the beneficiaries themselves under RUWASSA and WASH actors’ leadership.

NCA as WASH sector lead in Pulka, is responsible for ensuring the sustainability of the Work done by UNICEF, to strengthen local governance around the reinforced safe water facilities in Pulka, by the involvement of the local communities, RUWASSA and WASH actors. This will also ensure alignment with national and state policies and priorities.

The request service is to assess the people’s knowledge in WASH sector, their attitude and practices. To highlight the gap in wash service for both IDPs and Host community in Pulka.

Specific Tasks:

To generate KAP baseline data for the UNICEF-funded WASH project in Pulka, this consultancy aims to conduct a baseline survey to capture the knowledge, attitude, and practice (KAP) of the targeted population (both host community members and IDPs) in Pulka town to serve as basis for impact evaluation.

The survey consultant will be required to: * Develop the survey methodology (Objectives, population and sample size, sampling scheme, method of data collection, method of data analysis).

  • Develop the survey activity workplan (activities and timelines).
  • Arrange and conduct training for selected survey enumerators.
  • Carry out the KAP baseline survey in both host communities and IDP camps as planned.
  • Analyse the KAP survey data and produce final report.

Expected Deliverables:

The total contract period for the consultancy will be 30 days starting from the day of the contract signing. Within this timeframe, the following deliverables are to be completed as per the tentative timetable below:

Tentative time frame & deliverables to be given:

  • Survey design/methodology
  • Survey workplan
  • Survey budget
  • Enumerators training report
  • Data analysis report

Reporting:

The contract will be supervised by the NCA Nigeria WASH Project Manager with support from the Monitoring and Evaluation Department.

Activities undertaken and the deliverables will be shared with and discussed by the, WASH Project Manager, Monitoring and Evaluation Officer, RUWASSA, UNICEF and WASH team.

Expected background and Experience:

At a minimum, the consultant should possess and demonstrate the combined skill sets and experience detailed below:

  • Proven track record and experience of at least 3 years in monitoring and evaluation, research and/or data science;
  • Demonstrated experience in humanitarian and development research and data analysis;
  • Excellent communication skills in English required.
  • Ability to work independently and respond to feedback in a timely and professional manner.
  • Excellent organizational skills, attention to detail, and ability to contribute to a teamwork process.
  • Experience covering social, humanitarian and development subjects would be an asset.
  • Must be a registered to conduct business and provide copy of business incorporation.

Evaluation Criteria:

The technical evaluation will be considered in accordance with the following information:

Technical Proposal: 70 points

Overall Response (10 points):

Understanding of, and responsiveness to NCA requirements.

Understanding of scope, objectives and completeness of response.

Overall concord between NCA requirements and the proposal.

2) Company and key personnel (20 points): * Team leader: Relevant experience, qualifications, and position with firm.

  • Team members – Relevant experience, skills and competencies.
  • Organization of the team and roles and responsibilities.
  • Professional expertise, knowledge and experience with similar projects, contracts, clients and consulting assignments.
  • Financial status.

3) Proposed Methodology, Approach and System (40 points): a) Quality of the proposed approach and methodology. * Quality of proposed implementation plan, i.e how the bidder will undertake each task, and time-schedules;

  • Risk assessment – recognition of the risks/peripheral problems and methods to prevent and manage risks/peripheral problems.

Note: The Financial Proposals will be opened only to the companies considered technically approved.

Financial Proposal (30 points)

The Financial Proposal will be opened and tabulated within the Technical Proposal and the final range will be provided.
