Overview of position:
Under the direct supervision & technical guidance of the Livelihood Program Manager, the Livelihood & Food Security Assistant will assist in implementing, Monitoring & Coordinating reporting Early Recovery, Livelihood & Food Security interventions in Northeast Nigeria.
Role objectives:
Provide technical inputs for the development of new project proposals & revision of Early Recovery & Livelihoods (ERL) field assessments, monitoring & evaluation methodologies & tools & Post Implementation Monitoring (PIM) tools (questionnaires of HH / IND survey, FGD, KII, market assessments, etc.).
Participate in regular field monitoring & evaluation visits with field staff & in close coordination with partners, sectors & working groups (ERL, FSS, CWG) & relevant units from our clients side for technical & operational compliance & timely execution of projects vis a vis approved plans & targets.
Support the consideration & inclusion of cash based interventions & market based programming within ERL responses, where appropriate.
Explore & support the use of digital solutions for ER / FSL in transition, recovery & durable solution programming.
Assist in procurement & logistical arrangements of ERL activities in coordination with relevant units & in compliance with our clients internal procedures. This includes, collecting / compiling necessary documentation for tenders (scope of works, specifications, request for quotations & checking), follow up on the procurement process & documentation, step by step from the acquisition stage, system inputs, up to the delivery of goods / services & release of payment.
Identify trends, technical standards & donor priorities, follow up on compliance with contractual commitments within ERL, ensure high technical quality & synergies in project implementation.
Provide technical direction & project implementation support.
Set up & maintain internal database & filing system, store & manage data & information relevant to the scope of program / project activities.
Assist the manager in compiling & filing project documentation, including financial documents, donor reports, etc.
Assist in implementing project / program activities, including organizing meetings, workshops, training, conferences, etc.
Coordinate cash disbursement to entitled payees related to project activities, ensuring that payment is made only against proper authorized documents / vouchers & file related means of verification.
Perform any other general administrative duties assigned by the managers.
Project reporting:
This role works under the direct supervision & technical guidance of the Livelihood Program Manager.
Key competencies:
Bachelor’s or master’s degree in science in engineering, computer science, agricultural science, energy or social sciences, business administration, economics, sociology or a related field from an accredited academic institution with three years of relevant professional experience.
Effective coordination with project staff & other units within & outside the organization, implementing partners, sectors & other relevant parties.
Experienced in monitoring & reporting (especially donor reporting), experience in project proposal development, review & mainstreaming of relevant cross cutting parameters.
Experienced in our clients administrative & financial management, budget monitoring, cash management, cash base intervention & internal control procedures is an advantage.
Experienced in financial administration, control procedures & procurement processes.
Experienced in working on respective program / project preferably at the field level, in post emergency & durable solution settings.
Experience working in humanitarian settings; experience working on multiple projects at within the same period will be an added advantage.
Good research, communication, data analysis & reporting skills.
Excellent monitoring skill, managerial skill, organizational skill & accuracy.
Ability to work with limited supervision.
Ability to multi task & deliver on set objectives & timelines in hardship situations.
Experience in the usage of office software packages (MS Word, Excel, etc.) & knowledge of spreadsheet & data analysis.
For this position, fluency in English is required (oral & written) & fluency in Hausa, Kanuri & Fulfulde is advantageous.
