Statement of Work

TechnoServe Strategic Initiatives Project Description

Role: Strategic Initiatives Contractor

Location: Abuja, Nigeria

Timing: ~September 1 – November 30, 2023

Background and Project Purpose

TechnoServe and its corporate partner, a multinational CPG company, intend to enter into a partnership to increase sorghum sourcing in Nigeria. This work is driven by the corporate’s ambitious 2030 Sustainability Strategy, which aims to create economic opportunities in local communities and deliver sustainability targets through regenerative agriculture (e.g., soil, water, carbon, biodiversity).

As part of its local sourcing initiative, our partner plans to catalyze production in a new region of Nigeria, in order to create a sustainable supply of sorghum close to its manufacturing facilities. Our partner has previously sourced sorghum elsewhere and wishes to a) confirm the feasibility of shifting production regions, including a roadmap to deliver on the strategy and b) through a 12-month pilot, understand sorghum growing conditions, applicable agricultural practices, and the existence and role of important ecosystem players in the new region.

TechnoServe has industry-leading capabilities in supporting corporations to deliver impact and value at scale. Since its founding in Ghana in 1968, TechnoServe has expanded its footprint to 30 countries and has partnered with multinational corporations to develop and improve their local supply chains. Our approach is rooted in a five-step process, beginning by aligning the corporate’s commercial and social objectives for local sourcing in order to identify solutions and develop a business case for action. Examples of this work include ‘Project Nurture’ with The Coca–Cola Company in East Africa, helping them create a local fruits supply chain, working with 54,000 farmers across 1,000 producer groups. Similarly, in Latin America, TechnoServe partnered with Danone to build a local milk supply chain in Mexico, and in Nicaragua, with Cargill to strengthen its existing supply base of large-scale sorghum farmers. In Nigeria, TechnoServe is currently supporting over 22,000 maize, sorghum, and soy farmers to improve productivity and production, thus serving as a sustainable local raw material sourcing model for other multi-national corporations.

TechnoServe Contractor’s Role

The Contractor will work to analyze this opportunity and develop a sourcing strategy and a roadmap to achieve the partner’s defined objectives by 2030. This strategy will be adapted and updated based on continuous learning as the program is implemented.

TechnoServe will conduct an analysis on the constraints and opportunities for small-holder farmers (SHFs), commercial farmers, and aggregators in the sorghum value chain in the new region of Nigeria. In particular, the analysis will focus on: * What are the value chain dynamics in the production base?

  • What is the corporate partner’s current sourcing strategy?
  • What are the current economics of production?
  • What are current production challenges?
  • What role do intermediaries play within the supply chain?
  • What role do off-takers play within the supply chain?
  • How does the enabling environment shape the value chain?
  • What will it take to catalyze sorghum production in this new region?

Over the three months of the study, the strategy process will provide the relevant data and analyses to the corporate teams to confirm a sourcing roadmap and implementation plan to meet their 2030 sorghum sourcing targets.

Deliverables Deliverable Description Indicative Timing

1. Business Case Business case for SHFs, commercial farmers and aggregators in the new region, detailing potential revenues and costs, GAP and inputs, as well as working capital needs. Week 6

2. Sourcing Roadmap 2030 Sourcing Roadmap that establishes year-over-year sourcing targets by supplier group, with a focus on SHFs and aggregators, professionalizing the sector, and incentivizing them into a sustainable reward program. Week 8

3. Implementation Plan Proposed interventions and Implementation Plan for a multi-year TechnoServe program that is based on the strategy and informed by the pilot project. Week 12

4. Pilot Strategy Strategy and implementation plan for a Regenerative Agriculture Pilot that is based on the analytical work with the corporate and its regenerative agriculture partners, and which is in line with the corporate Regenerative Agriculture strategy. Week 14

Logistics

As this is a pro bono consulting position, TechnoServe will not provide fees for the services completed. However, TechnoServe will cover travel-related costs including international airfare, in-country accommodation, in-country transportation, a per diem for living expenses, visas and vaccinations, and emergency evacuation insurance.
