Background of the projectUSAID-funded Opportunities to Learn (OTL) project aims to address the immediate education need of out- of-school children (OOSC) and youth in up to 17 Local Government Areas (LGAs), in Borno, Ada- mawa and Yobe states, through safer new and existing non-formal education, while laying the ground- work for sustainable improvement of education systems at the community and government levels. OTL aims to ensure out-of-school children and youth in Northeastern Nigeria are safely able to gain foundational skills, including literacy, numeracy, and social and emotional skills, to progress to higher levels of education, training, and/or engagement in the workforce. children (OOSC).Strategic objective 5 of OTL project talks about state and local education representatives demonstrat- ing application of skills and knowledge from OTL capacity building measures. Capacity strengthening of state and local education authorities under OTL aims to increase their ability to plan for, budget, manage, and ensure the quality of NFE in Borno and Adamawa states. Through SO 5, OTL has worked with selected stakeholders (these includes SBMC, CSO, CBO, SUBEB, SAME and datahubs) to develop comprehensive and contextual capacity assessment tool. After implementing the tool, the OTL team analyzed the assessment results and collaborated with stakeholders to develop capacity improvement plans tailored to address the identified gaps. Consequently, there arose a necessity for pertinent train- ing, coaching, and opportunities for professional exchange facilitated by the consortium.This activity aims at supporting respective institutions/cohorts fill and or bridge the identified gaps within their service delivery. These gaps range within policy formulation, system dysfunctionalities, and weak structural processes. The end point of this activity is to develop and implement an inclusive institutional framework and guidelines for these organizations, by providing training and support that will upgrade their functionality and service delivery towards ensuring quality education system.The training is expected to provide impactful and easy to use skills and or systems that will support the enhancement and improve quality of services of the benefiting organizations in the education sector and beyond. The training themes are drawn from the improvement plans co-developed with these organization as a means to propel their systems and structures into adaptive and effective pro- cess that will enable good practices for a maximized and quality service delivery to the population they serve.Objectives of the consultancy servicesThe scope of work for this consultancy is to conduct training sessions that are designed to be impact- ful, easy to understand and relevant to the participants’ roles and responsibilities. This is to support the enhancement and improvement of service quality of the benefiting organizations in the education sector and beyond. The training themes are drawn from the improvement plans developed by these organization as a means to propel their systems and structures into adaptive and effective processthat will enable good practices for a maximized and quality service delivery to the population they serve.The consultant(s) is expected to provide training opportunities for skill/knowledge acquisition to the participating organization for improved services on thematic areas:Thematic areas of coverageTraining and review of Operation and HR Manuals.

  • Resource Mobilization
  • Effective leadership and Management skills, Training on PSS/MHPSS, safety and GBV
  • Training on General Accepted Accounting Principles (GAAP) including review of financial policies.
  • Current data services including;
  • Needs assessment, risk analysis and rapid response.
  • Base maps and service system networks.
  • Regular monitoring of the quality and coverage of services.
  • Knowledge of benefits and risks of existing alternatives for services delivery (with different groups)
  • Public complain mechanism system.
  • Organizational Strategic planning process, including development of mission, vision and objectives.
  • Sustainability mechanisms/processes
  • Training on Donor regulations, program management and participatory method approaches.

Target AudienceFor this call the consultant/s is expected to facilitate impactful training to various levels of stakeholders, ranging from School Base Management Committee, Community Coalition for Development, Civil Society Organizations, Community Based Organizations, Data hub, Local Education Authority, State Agency for Mass Education and State Universal Basic Education Board.MethodologyThe training will be facilitated in phases and batches, using innovative approaches that will enhance faster and impactful skills as well as easy to use approach towards the application/utilization of acquired skills.The training will be in-person while the coaching and mentoring will be virtual. For the consultants, the activity will be engaging individual consultants of minimum number of 3 and maximum number of 8. Areas of specialty and experience will be used as the criteria for selection of the consultants.Evaluation and Feedback:There will be a follow up coaching and mentoring process as applicable to some organizations, subsequently reassessment of the organizations will be conducted to evaluation the impact of the capacity strengthening process and document improvement. During this period of capacity strengthening process feedback will be collected from the participating organizations to deter- mine the level of improvement and impact of the capacity building process.Deliverables:

  • Outcomes/Deliverables:
  • Develop training Materials: Presentation slides, handouts, exercises, and case studies used during the training sessions.
  • Conduct interactive and engaging training sessions for the participating organizations, utiliz- ing a variety of instructional techniques and methodologies
  • Develop training report
  • Conduct pre and post test
  • Develop a framework for monitoring and evaluation of the effectiveness of the training ses- sions and the impact on service quality within the participating organization
  • Follow up action plans.

Terms and Conditions.Payment Rate and Schedule:30% after inception report and submission of training module, 70% to be paid after the successful delivery of training and final report.Qualifications

  • Masters qualification in a discipline related to political science, sociology, anthropol- ogy or other relevant discipline or commensurate work experience in lieu of graduate qualification.
  • Proved experience (at least 5 years) in capacity building and training related program- ming.
  • Strong commitment to capacity building of national staff and partners with a willing- ness to adopt a participatory and consultative approach.
  • Extensive experience in Program and field project/project management, Donors regu- lations., Financial Management, Reporting, Annual operational planning, Budgets, Review and reconciliation. Program preparation and Core humanitarian standard, and data quality checks.
  • Extensive experience in facilitation of training.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, considering cultural and language difficulties with tact and di- plomacy.
  • Strong personal discipline and capacity to respect deadlines, even if under pressure.
  • Ability to communicate effectively in the English language (oral and written).
  • Ability to communicate effectively in local languages (Hausa and/or Kanuri is a strong asset;
  • The ability to work closely in a team, to be patient, adaptable, flexible and able to im- provise and work in an environment that is often stressful and potentially volatile.
  • Willingness to travel in difficult circumstances.
  • Understanding the social and economic context of North Eastern Nigeria is an added advantage.
  • Relevant experience in a similar training in Nigeria is preferred.
  • Proved international experience would be an asset.
