Job description: Terms of Reference

Engagement of a Consultant for the Deployment of Telemedicine Platform and Training of Staff in 10 PHCs in Vandeikya and Obanliku LGAs in Benue and Cross River States on the Rural Women Entrepreneurs (RWE) Project

Background/ Introduction

Self Help Africa/United Purpose (SHA-UP) is an international development charity with the goal to end poverty and inequality and move people beyond aid. Founded in 1976 and operating in 17 countries across Africa, Asia and South America, SHA-UP receives funding from a range of donors: including the European Union, the United Nations and the governments of the United States, Australia, Ireland, and the United Kingdom, as well as from other European countries and the private sector.

SHA-UP has operated in Nigeria since 2001. The organisation is duly registered with the Federal Government of Nigeria (Ministry of Budget and National Planning).

SHA-UP is currently working in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), a German International Development Agency implementing the Scaling Rural Women Entrepreneurs for Community-Led Digital Adaptation & Resilience in Africa project (RWE) in Benue and Cross River states. The RWE-Nigeria Project is a women-focused pilot project that seeks to engage existing women’s clubs on enterprise development and support selected women’s clubs/ leaders to strengthen their organisations around health and wellbeing promotion as a social marketing tool. Simultaneously, government-run Primary Healthcare Centres (PHCs) will be equipped with existing telemedicine resources to address significant gaps in physician access. Rural women entrepreneurs will be trained in digital health promotion and linked with local markets, including PHCs, as product retail outlets. With this incentive, they will be positioned as recruiters for PHC services and promote telemedicine services with the goal of increasing utilisation so that rural telemedicine schemes become financially viable for providers.

Purpose:

A major component of the project is the deployment and delivery of telemedicine services in 10 Primary Healthcare Centres (PHCs) in Obanliku and Vandeikya LGAs in Cross River and Benue States respectively in order to improve the access to physicians for about 14,000 people in rural areas thereby improving their healthcare service.

Assignment Objectives

The main responsibilities of the applicant are to:

  • Provide comprehensive training for PHC staff in 10 locations on the operation and usage of Telemedicine Solutions.
  • Conduct awareness sessions for women’s clubs in the surrounding community on the benefits and use of telemedicine services.
  • Provide step down training for women entrepreneurs as telemedicine service promoters & referral points.

Additional Requirements

The successful applicant must also:

  • Design the overall structure and content of the training sessions in compliance with the requirements of the telemedicine solution.
  • Liaise closely with and provide regular updates to the Project Manager and the RWE team to ensure effective preparation and delivery of the training.
  • Provide practical guidelines, tools, and messages on how to use and maintain the solution and other accompanying equipment.
  • The consultant should provide a detailed methodology and work plan indicating how the objectives of the assignment will be achieved.
  • Work with the SHA-UP MEAL coordinator to evaluate and assess training effectiveness/impact.

SHA-UP will provide the following support and resources to the successful applicant to conduct the above training activities:

  • Connect the Health Authority and PHCs to the consultant for bilateral conversations as needed and ongoing support based on the business model agreed upon.
  • Mobilize the PHC personnel and arrange logistics for the training.
  • Coordinate the women’s club awareness and training sessions.

Training Date and Duration

The training will be held between the 11th to 22nd of September 2023. The specific duration of the training will depend on the workshop design, to be identified during the development process.

Training Participants:

20 PHC Personnel/staff across 10 PHCs in both LGAs in Benue and Cross River States.

Deliverables

The Consultant will be responsible for the following deliverables:

  • Training guide
  • Full agenda for the training
  • Training running sheet and detailed annotated internal agenda.
  • Development of training tools and resources
  • List of background reading and suggested resources for participants
  • Training evaluation forms
  • Training report including evaluation, follow-up, and recommendations.

Engagement with SHA-UP

The Consultant will receive support from SHA-UP global, and national staff. The consultant will report to the Project Manager, RWE and will work closely with the Gender and Community Health Officer, Business Development and Marketing Officer and MEAL Coordinator as required.

Method of Training Delivery

The training will be held in person at designated locations within Vandeikya and Obaniliku LGAs in Benue and Cross River States.

Consultant requirements – Competencies and Knowledge

  • Post-graduate or University degree or equivalent in Public Health, Community Medicine, Anthropology, Health Management, Hospital Management, Public Health Informatics or MBBS with MBA (full-time) from a recognized institutions.
  • Proven experience in planning, developing, and facilitating participatory training.
  • Knowledge and experience in developing Telemedicine training manuals/ presentations, training materials and tools, and methodologies for diverse groups of participants.
  • Experience in and knowledge of Telemedicine and or mobile health solutions.
  • Ability to adhere to tight deadlines, work under pressure and be flexible, do multiple tasks, exercise discretion, and maintain confidentiality.
  • Exposure and expertise in designing and delivering training approaches and training techniques.
  • Proven ability to work in a multi-disciplinary team environment to work autonomously, and productively and to handle requests or issues as they arise.
  • Excellent communication and presentation skills, analytical and interpersonal abilities, and excellent oral and written communication skills in English.
  • Willingness to travel to States and LGAs to provide technical assistance.
  • Preference would be given to the candidates who have experience working with a well-recognized institution that provides e-health services including telemedicine.

Note: Throughout the work, the consultant must be a registered medical practitioner in accordance with legal requirements in Nigeria and must be able to submit documentation that proves that she/ he is meeting all legal obligations for the consultancy, including full compliance with SHA-UP regulations.

As per the terms of the contract, the consultant will be expected to adhere to SHA-UP standards for social responsibility and human rights and will be provided with copies of relevant policy documents (etc)
