  • Background

Farm Radio International is a Canadian organization that has been working since 1979 to harness the power of radio to meet the needs of small-scale farmers.

In Nigeria, between October 2022 and September 2023, Farm Radio International (FRI) is implementing the third phase of the Radio Enabling Green Innovation at Scale (REGIS) project with funding from the German Agency for International Cooperation (GIZ) contributing to their “Green Innovation Centers for the Agriculture and Food Sector” (GIAE) programme. This project builds on two earlier phases where Farm Radio International supported radio stations in eight states to produce radio programming focused on the GIAE project topics. The overall aim of the third phase is to improve agricultural productivity and income of smallholder women and men farmers in maize, rice, cassava and potato value chains by promoting uptake of good agricultural and business practices, especially for women smallholder farmers, through gender transformative sustainable agricultural radio programming.

The current terms of reference (ToR) is developed to recruit a consultant to collect and process data as part of an outcome survey of the Green Leaf Magazine Radio Programming. * Objectives and Expected Outcomes

The overall objective of the assignment is to conduct a digital SMS survey on the outcome of the Green Leaf Magazine (GLM) Radio Program with regards to changes in knowledge, attitudes, and practices of women and men smallholder farmers. The consultant will lead the design and data collection. Data collected and processed would enable FRI to :

  • Determine the level of the listenership of the GLM radio program among rural women and men smallholder farmers across the country
  • Establish the effects of the radio program on knowledge, attitude and uptake of good agricultural among women and men smallholder farmers
  • Approach

The approach would involve a digital remote data collection process. Quantitative data will be collected across the following States in Nigeria: Plateau, Kano, Kaduna, Benue, Nassarawa, Cross River, Ogun and Oyo States, focusing on rural areas and the four value chains covered by the project: Maize, Rice, Irish Potatoes, Cassava. The quantitative survey will collect data on key Knowledge and Practice questions to measure changes and facilitate attribution of change in communities targeted by the project.

Structured questionnaires will be designed and completed by a sample of at least 400 farmers per value chain (total = 1,600) using digital devices. A rigorous sampling method will be deployed to choose the specific respondents for the survey. Analysis will be done in appropriate software and presented in table formats, disaggregated by gender. * Deliverables & activities

The consultant/firm should have substantive experience conducting country wide remote and quantitative digital data collection in rural areas, for evaluation purposes. Knowledge of the agricultural sector is expected.

Work experience in Africa is required, and experience conducting digital surveys in Nigeria is desirable. The consultant/firm should demonstrate the capacity for organization, conducting and reporting on the survey. The consultant will be under the supervision of the FRI’s Knowledge Management Team Lead. The consultant/firm must have:

  • A relevant qualification – Computer Science, Monitoring and Evaluation etc.
  • Demonstrated expertise in remote quantitative digital surveys design and delivery
  • Previous experience in the regions is an added advantage;
  • Fluency in English written and oral communication.
