EngenderHealth is recruiting qualified candidates for an anticipated USAID-funded quality improvement program in Nigeria. Through a consortium of partners led by EngenderHealth, this program will expand access to and utilization of quality primary health services, which may include family planning (FP), maternal health, nutrition, immunization, and malaria services. Reports to: Chief of PartyJOB SUMMARYThe Deputy Chief of Party (DCOP)/Technical Director (TD) will lead the technical direction of the anticipated USAID-funded quality improvement activity as it seeks to catalyze local governments, institutions, and partners to strengthen quality of care through primary healthcare in Nigeria. During the startup phase, the DCOP/TD will provide technical input to seminal documents such as the activity’s work plan, PMP, SOWs for Consortium partners, and staffing plan, as well as contributions to conversations with the activity COP and USAID/Nigeria, to ensure a strong foundation for the activity’s success. During implementation, the DCOP/TD will provide technical oversight to ensure the soundness of the activity’s approach towards meeting goals and objectives, working with the COP, EngenderHealth’s Country, and other technical personnel to deliver on expectations. The DCOP/TD will also play a key role in the development of activity deliverables and be responsible for providing a final review before signoff. In coordination with the COP, the DCOP/TD will liaise closely with Ministry of Health officials, national authorities, and other external partners to collaborate on shared goals and objectives. As needed, this position will represent the program on behalf of the COP.ESSENTIAL FUNCTIONS

  • Provide technical leadership to the activity to support progress toward milestones and
  • anticipated results.
  • Lead the development and implementation of strategies, work plans, and activities to strengthen the quality of care through primary healthcare; elevate the role of local actors in upholding regional collaboration, knowledge exchange, and accountability mechanisms; and build the institutional capacity of key local health service delivery partners in Nigeria.
  • Supervise the activity technical staff, covering various technical disciplines such as FP, maternal health, nutrition, immunization, malaria, policy/advocacy, gender, youth, social inclusion, behavior change communication, etc.
  • Provide mentoring and coaching as needed. Direct the technical team to ensure synchronized work to achieve activity goals and objectives, and share/apply lessons learned and best practices across activities.
  • Support and coordinate the project team to ensure strict compliance with EngenderHealth and USAID rules, processes, and procedures for activity implementation. Lead initiatives and activities that will promote USAID’s objectives on localization, gender equality, diversity equity and inclusion, stakeholder and private engagement, and sustainability in activity implementation.
  • Liaise with technical representatives of consortium partners to ensure a harmonized approach towards activity goals.
  • Support the activity’s monitoring, evaluation, and learning and knowledge management activities and deliverables.
  • Work collaboratively with EngenderHealth’s regional and home offices to ensure technical assistance is well-coordinated.

  • Must possess the following requirements with or without a reasonable accommodation.
  • Master’s degree in social sciences, medicine, public health, development, or related field and/or a medical degree with public health and management expertise.
  • Minimum of 10 years of progressively increasing responsibility in managing successful international development assistance and health programs. Demonstrated 7-10 years of progressively increasing responsibility for managing and implementing related health programs in a leadership position. Of this, a minimum of 4 years should be focused on primary healthcare in Nigeria.
  • Demonstrated understanding of the primary healthcare landscape (including various technical disciplines such as FP, maternal health, nutrition, immunization, malaria, policy/advocacy, GYSI, behaviour change communication, etc.) in and knowledge of USG health initiatives in Nigeria.
  • Demonstrated capacity in managing results.
  • Demonstrated leadership working with diverse stakeholders, including representatives from other donors, implementing partners, host country Ministries, host country government appointees, private sector entities, and NGOs.
  • Proven capacity to oversee the development/implementation of work plans and deliverables.

  • Ability to travel up to 35% as required
