Job description: The IRC: BackgroundGlobal: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers life-saving care and life-changing assistance to refugees forced to flee from war or disaster. The IRC works in more than 40 countries and in 22 cities in the United States to restore safety, dignity and hope to millions of people uprooted by conflict or disaster. The IRC leads the way from harm to home.Nigeria: The IRC began operating in Nigeria in 2012, following a devastating flooding in Kogi State, central Nigeria. In the years since, the IRC has shifted its focus to address the protracted humanitarian crisis in the country’s northeastern states and is presently among the few NGOs with fully functional offices in Yobe, Borno and Adamawa States. The IRC’s office in Maiduguri, Borno State, open since October 2015, is its largest in the Northeast and directly oversees the work at the IRC’s deep-field bases. Owing to its long-term presence in northeast Nigeria, the IRC is well connected with all relevant international, local, state, and federal actors and is widely recognized for the quality of its work. In Borno, these include the State Emergency Management Agency (SEMA), as well as LGA level actors.Education Above all ProjectIRC Nigeria, with support from Education Above All and the Bill and Melinda Gates Foundation, will implement an integrated programme to enable OOSC adolescents and youth in Adamawa State, northeast Nigeria, to develop climate adaptation-related vocational, literacy, numeracy, and life skills knowledge to strengthen their ability to be resilient to shocks and stresses. The project integrates education, health, environmental health (WASH), and economic recovery and development sector interventions in the Farangfarang community within the Fufore Local Government Area (LGA). The project will also provide access to clean water, which is fundamentally lacking in this community. It will help adolescents and youth and their families better manage and improve their hygiene levels and access to sanitary wear.Pilot Goal: Adolescents and youth in Adamawa state in northeast Nigeria develop climate adaptation-related vocational, literacy, numeracy, and life skills knowledge, strengthening their resilience to shocks and stresses.Purpose of ConsultancyThe IRC Nigeria is looking to hire a consultant with expertise in portfolio development for out of school adolescents and youth to develop their literacy and numeracy skills as well as develop business skills to run their own enterprises for livelihood development. This is against the background that there is a clear need for non-formal learning opportunities for OOSC and youth, resulting in a holistic and portable toolkit of knowledge, attitudes, and practices. These learning opportunities must be accelerated, gender-sensitive, flexible, market-informed, market-linked, conflict-sensitive, and community-based.The following deliverables will be required for this consultancy assignment. * Review of the existing training materials from IRC and EAA

  • Come up with a user-friendly training guide for adolescents and youths.
  • Skills development guide using the L2E guide from IRC and training guides from EAA
  • Create climate change responsive, smart agriculture, vocational skills content.

TasksUnder each of the main activities there are specific tasks, as noted below. If the appointed consultant would like to modify these tasks for reasons of technical best practice or time/cost-efficiency, they can discuss this with the technical committee and present alternative methodologies in the Inception Report. * Adolescents’ syllabus / curriculum

  • Review of existing materials and develop Adolescents’ syllabus/curriculum focusing on: Age-appropriate literacy, numeracy, and SEL skills.
  • Context sensitivity
  • Integration/fusion of public health, menstrual hygiene social/ behavioral change and climate resilient WASH contents.
  • Integration/fusion of vocational and life skills contents
  • Climate change-responsive ‘smart agriculture’ and livelihood contents
  • Modify existing materials or co-create a new material package (based on the outcome of the review and the discussion with the technical committee

2. Youth curriculum

  • Review of the existing materials and develop Adolescents’ syllabus/curriculum focusing on.
  • Age-appropriate literacy, numeracy, and SEL skills
  • Context sensitivity
  • Integration/fusion of public health, hygiene, social/ behavioral change, climate resilience and WASH contents
  • Integration/fusion of vocational and life skills contents
  • Climate change-responsive ‘smart agriculture’ and livelihood contents
  • Modify existing materials or co-create a new material package (based on the outcome of the review and the discussion with the technical committee

3. Youth training

  • Review existing training guides.
  • Update training guides following the outcomes of the review.
  • Review existing training guide to integrate practical approach to climate resilient WASH programing

MethodologyThe consultant is expected to utilize a mixed methodology approach (desk study and KIIs) to come up with specific curriculum for each class of clients. The consultant is also expected to integrate the three activities as much as possible to improve time and cost-efficiency of the consultancy. For all activities the consultant should conduct:

  • Literature/ desk review – of relevant existing materials (from both IRC and EAA loaded on box drive);
  • Field work – – to observe business/market dynamics, natural resources endowments (land, water, etc.) and various land uses in the benefiting community.
  • Consultative meetings – with relevant stakeholders
  • Focus Group discussions – to weigh the perspectives of stakeholders and beneficiaries.
  • Debrief/ feedback meetings – with the technical committee for the project.

On execution of the assignment and following discussion with IRC it is up to the consultant to develop the detailed methodology within their inception report. The inception report must include a workplan and schedule, data collection tools, a data analysis plan, and outline when and how the work will be conducted for the entire period of the consultancy. The report must also factor in the IRC responsibilities so that the IRC team know when IRC contributions (i.e., review and feedback on draft synthesized reports etc.) are needed.DeliverablesThe consultant will be responsible for delivering the following items.

  • An inception report including detailed methodology, workplan and schedule, on execution of the assignment.
  • A final curriculum that is ready to deploy after review by EAA/IRC team.
  • Accompanying integrated training guides/module

IRC RoleThe IRC will be responsible for providing the following:

  • Briefing the consultant once contracted and providing all necessary materials.
  • Providing the consultant with a focal point who can support them as they plan and implement the consultancy.
  • Approving the consultant’s inception report on execution of the assignment.
  • Connecting the consultant with the technical committee and focal points as necessary
  • Reviewing and providing feedback on first draft of both synthesized reports.
  • Bringing together the senior management team for a debrief/ feedback meeting at the end of the assignment.

QualificationsRequired Qualifications and Experience

  • Bachelor’s degree or higher in Education, development studies, social work (Master’s degree or higher an asset).
  • Minimum of five years of related work experience (10+ years an asset) in curriculum development.
  • In-depth knowledge and understanding of the education system in Nigeria.
  • Familiarity with the Nigeria context (experience working in West Africa preferable).
  • Excellent analytical skills.
  • Proven report writing skills.
  • While the report will be presented in English, an appreciation of the local languages will be an added advantage.
