This Request for Expression of Interest (REOI) follows the General Procurement Notice for this Project that appeared on the African Development Bank Group’s Internet Website ( ) 12th August 2022.
The International Institute of Tropical Agriculture (IITA) has received financing from the African Development Bank toward the cost of the Technologies for African Agricultural Transformation (TAAT) Phase II and intends to apply part of the agreed amount for this grant to payments under the contract for TAAT Fish Compact Monitoring Evaluation and Learning (MEL) Assistant who will be based in the WorldFish Nigeria Country Office, IITA – Ibadan.
The successful Consultant will assist the Fish Compact Coordinator to collate quarterly data for TAAT Fish Compact; review, clean, and validate data for the development of an automated MEL platform. More specifically the consultant will support the operational arrangements for collecting, analyzing, and synthetizing data in alignment with the broader M&E framework developed by the PMU to sustain the Monitoring and Evaluation function of the Fish Compact; pparticipate in verification and validation missions of the Compact output and outcome delivery of results as presented in the Compact Results Framework in collaboration with the Program M&E Expert; periodically revise and update the Fish Compact the Results Framework with regards to key performance indicators, baseline values, targets, milestones and timelines as may be needed to inform the Compact Leader on the achievement against targets; support the design of the Fish Compact’s theory of change with clear assumptions and conditions for the scalability and replicability of the Fish Compact in RMCs; closely work with the Communication Specialist to document lessons learned and publish success stories on the Fish Compact Performance to inform evaluation as may be required; support development of an M&E database for the Fish Compact and contribute to the maintenance of the overall programmatic result monitoring management; document all organized national and local field days and outreach from technology promotion at strategic IP sites; assist in the demonstration, promotion, and documentation of Fish Compact activities and report accordingly; join hands with the TAAT-M&E Unit at the PMU to populate the Implementation Progress Reports (IPRs) as may be required; accomplish other tasks related to monitoring and evaluation as per programme needs and as assigned by the M&E Expert and the Fish Compact Leader; assist to collate, clean, and validate data from different partners on quarterly basis; upload data in alignment with the Fish Compact annual workplan and upload data in the TAAT M&E Platform as and when data is made available; track and update data on procurement status for good and services for the Fish Compact; in collaboration with the Compact leader, generate form the TAAT MEL System progress performance against target and take timely remedial action; ensure rigorous and realistic monitoring of capacity development program; assist stakeholders understand how the program is progressing and facilitates learning and feedback mechanisms; provide management with pertinent information about how the program progresses as well as generating new ideas which can direct the development of new initiatives using evidence-based results generated from M&E data.
The selected consultant should possess a bachelor’s degree in agriculture, economics or related courses; previous work experience with internationally funded projects; working knowledge of minimum 5 years online data collection tools; must be thorough and detail‐oriented; excellent organizational, communication, and interpersonal skills; and ability to manage multiple tasks simultaneously in a fast‐paced environment. The consultant must be proficient in using Microsoft Office packages (including Excel, Word, PowerPoint) and other project management tools and software (MIS, MS Project). The consultant must have ability to write clearly and concisely and have sound quantitative skills (analyzing and interpreting data); demonstrated success in working with multi-disciplinary teams and partnerships in multicultural environments.
The selected consultant will report to the TAAT Fish Compact Coordinator, and the assignment is for an initial period of one (1) year, renewable based on performance. The assignment will commence January 2024.
