Job description: Consultancy for Audiovisual Documentation of Data.FI ARPA/COVID-19 Project ImplementationProject Overview and Role:Data.FI is a multiyear (2019-2025) global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.Purpose of ConsultancyData.FI is currently seeking to employ the services of a consultant to produce audio-visual documentation to capture key results, successes, challenges, and lessons learned from its USAID-funded American Rescue Plan Act (ARPA)/COVID-19 program interventions.The outcomes would be expected to showcase the impact of the COVID-19 response and intervention in Adamawa, Akwa Ibom, Bauchi, Cross River, Edo, Kano, Niger, Oyo States, and the Federal Capital Territory. The successful consultant shall also interview selected representatives of government stakeholders and partner organizations that collaborated with Palladium Data.FI specifically staff of State Ministries of Health, Federal Ministry of Health, and the Nigeria Centre for Disease Control and Prevention.The consultant will work closely with the Data.FI KM/Communications team and the COVID-19 Strategic Information Advisor while reporting to the Deputy Country Director. Applications should include a company or personal profile detailing a track record of the consultant/organization, multimedia/video samples of previous work and/or a link to an online portfolio, evidence of tax certification, previous contracts, references, and/or appreciation letters and any other documents from other organizations worked for.Note: Palladium Data.FI Nigeria will be responsible for travel, hotel accommodation, and feeding expenses.Location: AbujaPrimary Duties and Responsibilities:Working closely with the Communications and KM Specialist, the consultant will be required to do the following:– Develop the documentary film’s overall concept and scenario.
– Interview selected participants for the documentary which will include Data.FI project leadership and government stakeholders.
– Perform appropriate video filming and shoot interviews with the selected interviewees (based on the list agreed upon with Data.FI) for the documentary.
– Visit selected project sites in implementing states and interact with stakeholders such as trained health workers, government officials, and other beneficiaries who have been impacted by Data.FI technical support and assistance to get the context.
– Develop the documentary script and storyboard to be used in the film.
– Present a draft documentary for comments on contents.
– Provide videography equipment to conduct tasks.
– Employ the approved USAID/Data.FI branding and marking to be provided by the project KM/Communications team for the documentary.
– Obtain release forms signed by subjects for all shots taken.
– Produce one final documentary film on MP4 and DVD formats of 10 – 15 minutes length with a 2-3-minute mini-documentary for use on social media and other platforms.Required Qualifications:– A minimum of 5 years of proven experience in film production.
– Experience in development communication.
– Extensive proven experience in producing news, documentary films, TV programs, and short format films.
– Ability to produce high-quality broadcast video on tight deadlines on a variety of issues and subject matter; Extensive experience in producing development work-related documentaries for international organizations to reach both local and international audiences.
– Experience in working with USAID-funded programs, UN agencies, and other international organizations. Good understanding of USAID branding and marking.
– Excellent technical capacities (state of the art filming equipment, preferably High Definition) to ensure smooth and high-quality production.
– Ability to respect timeframes and meet deadlines.
– Written and spoken proficiency in English. Fluency in relevant local languages is required.SCOPE OF WORK
a. Pre-production Planning: Engage with Data.FI team to align project objectives, desired outcomes, and specific elements required for the documentary. Set up an initial timeline for the project including interview schedules, site visits, and post-production timelines.b. Interviews: Schedule and conduct in-depth interviews with stakeholders, project staff and implementing partners capturing their experiences, challenges, achievements, and observations. Extract insights on the overarching effects of the project and its impact.c. Situation Rooms Observations and Filming: maintain the natural flow of activities and interactions.d. Production:
– Video Documentary:
- Collate and edit video footage, integrating interviews, COVID-19 Situation Rooms observations, and additional relevant visuals.
- Incorporate appropriate background music, graphical elements, and textual overlays for a polished, professional finish.
- Develop a storyline that weaves through the documentary, ensuring it remains engaging and informative.
– Picture Brochure:
- Design a visually captivating brochure, amalgamating high-quality photographs from the field with snippets of testimonials, salient points from interviews and project activities.
- Ensure a coherent layout, typography, and design that resonates with the Data.FI project.
- Include a brief written narrative that contextualizes the images and quotes.
e. Post-production and Delivery:
- Conduct a preliminary review with the Data.FI teams, collecting feedback and making necessary revisions.
- Finalize the video documentary and picture brochure, ensuring they adhere to all agreed-upon specifications and quality standards.
- Deliver the final multimedia package in desired formats, ensuring it’s optimized for various distribution channels, both digital and print.
f. Review and Feedback:
- Make necessary revisions based on the feedback.
3. DELIVERABLES
Key deliverables for the consultancy would include:a) Pre-production Documents:
- A detailed project plan, including timelines, and responsibilities.
- A finalized list of interviewees, including their designations and roles in the project.
- An interview guide or questionnaire tailored for each group of stakeholders.
b) Interview Recordings: Raw audio and video recordings of interviews with:
- Project staff
- Implementing partners
- Government stakeholders
- Donor
c) Video Documentary: A professionally edited video documentary, integrating:
- Interview excerpts.
- Situation Rooms activities
- Background music, graphical elements, and textual overlays
- The documentary should be available in multiple formats optimized for various platforms (web streaming, presentations, social media, etc.).
d) Picture Brochure: A high-resolution digital version of the picture brochure, incorporating:
- Select high-quality photographs from the project.
- Testimonial snippets
- Brief narratives contextualizing images and quotes.
- Print-ready files for the picture brochure, optimized for professional printing.
