In a significant move towards improving governance and accountability in Nigeria, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) has signed a Memorandum of Understanding (MoU) with the Bureau of Public Procurement (BPP). The ceremony took place on Sunday, March 23, 2025, at the ICPC headquarters in Abuja, with the Chairman of the Commission, Dr. Musa Adamu Aliyu, SAN, expressing a strong commitment to fostering integrity and transparency in the nation’s procurement system.
Dr. Aliyu emphasized that the partnership is pivotal in preventing corrupt practices and ensuring that offenders are prosecuted. He articulated that the MoU is not merely a formality but a strategic initiative aimed at promoting good governance and national development while ensuring the effective delivery of essential public services and infrastructure.
“This collaboration represents a firm commitment to safeguarding public funds and ensuring that every Naira spent by the government delivers tangible benefits to the Nigerian people,” Dr. Aliyu stated. He underscored the importance of anchoring the procurement system on principles of fairness, efficiency, and integrity, which are vital for national prosperity.
Commending the BPP’s role in the initiative, Dr. Aliyu expressed confidence in the leadership of Director-General Dr. Adebowale Adedokun, who echoed the importance of the MoU as a historic milestone. Dr. Adedokun highlighted that the partnership would provide lasting benefits, enhance the lives of citizens, and mark a significant shift in tackling corruption.
“The ICPC’s mandate is to rid Nigeria of corruption, while the BPP is tasked with preventing it. This collaboration marks the end of business as usual for defaulters,” he stated.
The MoU outlines critical objectives, including the strategic monitoring and evaluation of public procurement processes, enhancing information and intelligence gathering, and ensuring that procurement activities remain free from corruption and related offences. Furthermore, the partnership aims to create a conducive environment for local and international investors through a transparent and accountable procurement system.

ICPC Chairman Reaffirms Commitment to Integrity and Transparency in Nigeria’s Procurement System
The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu, SAN, has reaffirmed the Commission’s commitment to promoting integrity, transparency, and accountability in Nigeria’s procurement system.
Dr. Aliyu speaking during the signing of a Memorandum of Understanding (MoU) between the ICPC and the Bureau of Public Procurement (BPP), held at the Commission’s headquarters in Abuja emphasized that these efforts are crucial in preventing corrupt practices and ensuring the prosecution of offenders.
Describing the MoU as more than a ceremonial gesture, Dr. Aliyu noted that the partnership is a strategic move towards fostering good governance, promoting national development, and ensuring the efficient delivery of essential public services and infrastructure.
The ICPC Chairman stressed that the collaboration represents a firm commitment to safeguarding public funds and ensuring that every Naira spent by the government delivers tangible benefits to the Nigerian people.
According to him, “The procurement system must be anchored on fairness, efficiency, and integrity, and such principles are essential for national prosperity.”.
