Ecuador’s Ministry of Foreign Affairs has filed a formal diplomatic protest with the United States government following an incident in which a U.S. Immigration and Customs Enforcement (ICE) agent attempted to enter the Ecuadorian Consulate in Minneapolis without authorization.
The incident occurred at about 11:00 a.m. on January 27, 2026, during a large-scale federal immigration operation known as “Operation Metro Surge.”
According to Ecuadorian authorities, ICE agents were pursuing individuals on the street near the consulate when some of the individuals ran into the diplomatic premises seeking refuge.
Video footage circulating online shows a tense confrontation at the entrance of the consulate, where a masked ICE agent was physically blocked by a consulate staff member, who reminded the officer that the building constitutes sovereign foreign territory.
During the exchange, the agent was heard telling the staffer, “If you touch me, I will grab you,” before eventually retreating from the entrance.
Emergency Protocol Activated
Following the attempted entry, consulate officials immediately activated emergency diplomatic protocols to ensure the safety of Ecuadorian nationals and staff inside the building.
In a formal note of protest delivered to the U.S. Embassy in Quito, Ecuador’s government stressed that the action constituted a serious breach of international diplomatic law.
The protest referenced the Vienna Convention on Consular Relations, which clearly states that consular premises are “inviolable” and may not be entered by law enforcement authorities of the host country without explicit consent from the foreign mission.
Diplomatic and Political Fallout
The incident has triggered widespread concern among diplomatic observers and U.S. lawmakers, who warn that such actions could place American diplomats abroad at risk if reciprocal violations occur.
Ranking Member of the U.S. House Foreign Affairs Committee, Representative Gregory Meeks, condemned the attempted entry, describing it as “an unlawful disregard for the rule of law” that could undermine international diplomatic protections.
The development has further intensified scrutiny of federal immigration enforcement tactics in Minneapolis, which has remained under national attention following several controversial ICE operations and the fatal shooting of a U.S. citizen earlier this month.

Diplomatic experts warn that violations of consular inviolability — even when unsuccessful — carry serious implications for international relations, particularly at a time of heightened global tension over migration enforcement and state sovereignty.
As of the time of filing this report, U.S. authorities have not issued a formal apology, while Ecuador has indicated it expects assurances that similar incidents will not occur again.
