Military leaders have expressed frustration as the process to remove the final remaining title of Royal Navy officer Andrew Mountbatten‑Windsor (Prince Andrew) remains incomplete — four weeks after the directive was issued by his brother, King Charles III.

Senior defence sources confirmed that while the Royal Lodge residency transition was formally announced on November 6, the honorary military rank of Vice-Admiral still has not been officially withdrawn.

Defence officials say the responsibility for stripping the vice-admiral rank sits with the UK government, not the monarch. The delay has been described by senior military figures as “extraordinary” and “administratively unjustifiable” given the gravity of the circumstances leading to the directive.

The former royal’s public image collapsed after the Jeffrey Epstein scandal, which triggered worldwide condemnation, scrutiny of institutional oversight, and long-lasting reputational damage. Additional fallout followed the release of Virginia Giuffre’s posthumous autobiography, alongside a new tranche of emails indicating continued communication between Epstein and Andrew after public claims of severed relations.

One of the strongest interventions came from Lord West, who questioned the complexity of removing the last title, stating that senior institutions — including the Navy itself — have previously enacted high-profile removals far more swiftly.

The government’s intent was recently restated by the UK Defence Secretary, John Healey, who confirmed that Defence was “working to remove” the title, but gave no timeline or operational explanation for the extended delay.

Institutional comparisons have heightened public pressure after the removal earlier this year of Ben Key — the most senior Royal Navy leader ever dismissed from the service — following an internal misconduct controversy involving a junior female colleague.

Andrew originally received the honorary vice-admiral rank in February 2015, tied to his 55th birthday, after 22 years of active service in the Royal Navy. A planned promotion on his 60th birthday had previously been deferred in 2019 after the BBC Newsnight interview triggered further institutional disquiet and marked his exit from frontline public duties.

The former prince was last publicly seen on November 17 riding the grounds of Windsor Castle, raising questions about the enforcement of the earlier order for him to relocate from the Royal Lodge and take residence on the Sandringham Estate.

The ex-royal currently resides with Sarah Ferguson, his former wife, amid multiple reports indicating private relocation discussions involving their daughters, including Princess Beatrice.

Security analysts and governance observers note that the unfolding situation has reignited debates around title accountability, institutional credibility, and enforcement parity within honours systems.
