The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of Mr. Dare Adebowale Oladapo, a former Deputy Director at the Kwara State Directorate of the Federal Ministry of Agriculture and Rural Development, for falsifying his age and unlawfully collecting salaries and allowances after his retirement.
Justice Ibrahim Yusuf of the Kwara State High Court, Ilorin, delivered the judgment on Tuesday, 7th October 2025, under Charge No. KWS/64C/2022.
The case followed a petition submitted to the ICPC by Ilorin-based legal practitioner, F. F. Ikebundu, Esq., of Ayo Ajomole & Co. Investigations revealed that Mr. Oladapo altered his date of birth to unlawfully extend his years of service and consequently conferred undue financial advantage upon himself.
Prosecuting Counsels to the ICPC, Messrs. Kalu Ugbo and Zainab Moshood, told the court that the defendant fraudulently earned salaries and allowances totalling ₦1,233,258.95 between December 2019 and April 2020, a period during which he should have been retired.
Charges and Court Findings
- Count 1 and Count 2: The court found Mr. Oladapo guilty of falsifying his date of birth and making a false declaration under oath. These acts violated Section 25(1)(a) and are punishable under Section 25(1)(b) of the Corrupt Practices and Other Related Offences Act 2000.
- Count 3, which alleged that he used his office for personal advantage under Section 19 of the same Act, resulted in a discharge and acquittal.
Evidence presented showed that Mr. Oladapo altered his birth records at the National Population Commission, backed by a sworn affidavit dated 15th February 2012, changing his date of birth from 11th November 1959 to 11th November 1964, and consequently manipulated his service record since his employment in 1997.
Sentencing
Justice Yusuf sentenced Mr. Oladapo to two years’ imprisonment, giving him an option of a ₦100,000 fine on each count, totaling ₦200,000, which he promptly paid.
Additionally, the court ordered him to refund ₦1,233,258.95 to the Federal Government, representing the unearned salaries and allowances collected during the four-month period of overstayed service. The amount has since been refunded into the ICPC Recovery Account.
The Commission emphasized that the judgment reinforces its sustained effort to curb corruption and uphold accountability in public service.

ICPC Secures Conviction of Retired Public Servant for Age Falsification and Fraudulent Receipt of Salaries
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of Mr. Dare Adebowale Oladapo, a former Deputy Director at the Kwara State Directorate of the Federal Ministry of Agriculture and Rural Development, for falsifying his age and fraudulently receiving salaries and allowances for four months after his due retirement from service.
The conviction was delivered by Honourable Justice Ibrahim Yusuf of the Kwara State High Court, Ilorin, on Tuesday, 7th October 2025, under Charge No. KWS/64C/2022.
The case stemmed from a petition filed before the ICPC by Ilorin-based legal practitioner, F. F. Ikebundu, Esq., of Ayo Ajomole & Co.
Investigations by the Commission revealed that the defendant had falsified his date of birth to extend his years of service unlawfully and, in doing so, conferred an undue advantage upon himself.
Prosecuting Counsels to the ICPC, Messrs. Kalu Ugbo and Zainab Moshood, informed the court that the defendant’s fraudulent conduct resulted in the receipt of unearned salaries and allowances amounting to ₦1,233,258.95 between 2019 and 2020.
Specifically, Count 1 bothering on the Defendant’s corrupt act wherein he orchestrated the alteration of his date of birth at the National Population Commission to elongate his years of service in the public service is an offence contrary to Section 25(1) (a) and punishable under Section (25) (b) of the Corrupt Practices and Other Related Offences Act 2000.
Count 2 against the Defendant relates to his contravention of Section 25 (1) (a), which is punishable under Section 25 (1)(b) of the Corrupt Practices and Other Related Offences Act 2000.
The charge highlighted the Defendant’s misleading intent as it pinpoints that he made false statement of Oath in an Affidavit dated 15/02/2012 with which he maintained his falsified date of birth as 11th November,1964 as against 11th November,1959 and with which he ultimately altered his record of service at the Federal Ministry of Agriculture and Rural Development since inception of his employment in 1997.
Count 3 reads “That you Dare Adebowale Oladapo “m” on or about the month of December 2019 to April 2020 at Ilorin Kwara State as Deputy Director in the Service of Federal Ministry of Agriculture and Rural Development used your said office to confer unfair advantage upon yourself in the sum of N1,233,258.95k (One Million, Two Hundred and Thirty-Three Thousand, Two Hundred and Fifty-Eight Naira, Ninety-Five Kobo) being salaries and allowances earned by you from December 2019 to April 2020 when you ought to have retired from the public service but manipulated your record to extend your service years and you thereby commit an offence contrary to and punishable under Section 19 of the Corrupt Practices and Other Related Offences Act 2000”.
After a thorough trial, Justice Yusuf found Mr. Oladapo guilty on Counts One and Two for making a false statement and conferring a corrupt advantage upon himself, in violation of Section 25(1)(a) and punishable under Section 25(1)(b) of the Corrupt Practices and Other Related Offences Act, 2000.
The court, however, discharged and acquitted him on Count Three.
Consequently, the court sentenced the defendant to two years’ imprisonment, with an option of a ₦100,000 fine on each of the two counts.
In addition, the court ordered him to refund the total sum of ₦1,233,258.95 to the Federal Government, representing the salaries and allowances he unlawfully collected during the four months he overstayed in service.
Following the judgment, the convict promptly paid the ₦200,000 fine for Counts One and Two and refunded the full sum of ₦1,233,258.95 into the ICPC Recovery Account as directed by the court.
