China’s decision to tighten export controls on rare earth minerals has prompted an urgent and coordinated response from the United States and its allies, including India, the European Union, Australia, and Canada. The move, announced this week, has reignited global trade tensions and drawn warnings of retaliatory measures from Washington.

US Treasury Secretary Scott Bessent confirmed on Wednesday that the US government is preparing a “fulsome group response” to Beijing’s restrictions, which China justified on grounds of national security and alleged misuse of its resources for foreign military purposes.

“Bureaucrats in China cannot manage the supply chain or the manufacturing process for the rest of the world,” Bessent said in an interview with CNBC, adding that Washington was working closely with democratic partners to protect global industry from disruption.

The statement followed President Donald Trump’s threat to impose 100% tariffs on Chinese goods if Beijing continues what he described as “economic coercion” through resource control.

China dominates the rare earth industry — producing about 70% of global output and controlling nearly 90% of its processing capacity. These critical minerals are essential for the production of electric vehicles, semiconductors, defense equipment, renewable energy technologies, and advanced electronics.

In a separate interview with Fox Business, Bessent described the situation as “China versus the world,” warning that Beijing’s strategy “points a bazooka at the supply chains and the industrial base of the entire free world.” He expressed confidence that coordinated action with Europe, India, and other democratic allies would mitigate the potential shockwaves.

India’s inclusion in the talks underscores its growing influence in global trade and technology diplomacy. With significant mineral reserves and an expanding industrial base, India is seen as a potential alternative hub for rare earth processing and clean energy production, especially as nations seek to diversify supply chains away from Chinese control.

The rare earth standoff comes amid escalating strategic competition between China and the West over technological and economic dominance — a struggle that could redefine global trade flows and industrial alliances in the coming decade.
