San Mateo Sheriff Faces Legal Battle Over Alleged Misconduct and Retaliation

San Mateo County, California — Sheriff Christina Corpus is fighting to hold on to her position amid explosive allegations of a romantic conflict of interest, abuse of office, and retaliation against whistleblowers—allegations laid bare in a 300-page document filed in San Mateo County Superior Court.

The court filing, which made public the previously concealed “Keker Report,” was inadvertently released by the sheriff’s own legal team during a legal effort to stop her removal. The report, commissioned by the county through the law firm Keker, Van Nest and Peters, accuses Corpus of violating California conflict-of-interest laws, neglecting her duties, and punishing deputies who exposed misconduct.

At the heart of the controversy is a top aide and longtime acquaintance of Corpus—reportedly a real estate broker and private investigator—whom she allegedly hired into a newly created role without a competitive process. Witnesses cited in the report described an unusually close relationship between the two, including neck massages, expensive gifts, and even an alleged kiss. Corpus, who was married during her election campaign but later divorced, has strongly denied any romantic involvement, calling the claims “defamatory and politically motivated.”

The situation worsened with the warrantless arrest of Deputy Carlos Tapia, head of the Deputy Sheriff’s Association, just one hour before a labor negotiation. Tapia had earlier filed a complaint with the Public Employment Relations Board implicating Corpus’ top aide. According to the Keker Report, Sheriff Corpus bypassed due process and ignored the District Attorney’s caution not to proceed. A later investigation cleared Tapia of wrongdoing and confirmed his arrest lacked legal basis.

In her defense, Sheriff Corpus claimed that entrenched interests within the sheriff’s department and the County Executive’s Office—whom she described as operating like a “mafia”—are targeting her because she challenged the status quo. “I didn’t kiss the ring,” she said during her pre-removal hearing.

The County Board of Supervisors, which had already voted unanimously for her removal, is set to review her appeal in a formal hearing within 30 to 60 days. Corpus is also scheduled to respond to a civil grand jury accusation in court on July 15.

Despite multiple media inquiries, Corpus’ legal team has not responded to requests for comment.
