DUBLIN, CALIFORNIA — In a chilling continuation of one of America’s most disturbing prison abuse scandals, two former guards of the now-shuttered Federal Correctional Institution (FCI) in Dublin have been officially charged with sexually abusing female inmates, U.S. federal prosecutors confirmed on Thursday.

The two suspects, Jeffrey Wilson, 34, and Lawrence Gacad, 33, became the ninth and tenth employees of the notorious prison—dubbed “the rape club”—to be criminally charged since investigations began. The sprawling scandal has resulted in at least seven convictions, multiple civil lawsuits from former inmates, and ultimately forced the federal government to shut down the facility in 2024.

According to a statement from U.S. Attorney Craig Missakian of the Northern District of California, Wilson is accused of repeatedly sexually abusing an inmate between March and August 2022. He is also facing charges of making false statements to federal agents, denying any sexual contact and the smuggling of contraband to the victim.

Gacad, meanwhile, is charged with one count of sexual abuse of an inmate. Specific details of his alleged actions have not yet been made public but are expected to surface as proceedings unfold.

This new wave of indictments adds weight to public outrage over the systemic abuse that plagued the Dublin facility—a low-security prison for women located in Alameda County, California. Several victims have described the prison environment as one where predatory behavior was tolerated and even normalized by those in power.

Federal officials have pledged deeper reforms to prevent such abuses in the U.S. correctional system, particularly in facilities housing vulnerable populations such as women. But for many former inmates, justice feels delayed, and healing remains elusive.

FCI Dublin was officially closed last year following national media coverage and mounting legal pressure. The prison, once intended as a rehabilitation center, became a symbol of the gross failure of oversight and institutional accountability.

The Justice Department has yet to confirm whether additional charges will be filed as investigations continue.
