In a significant operation aimed at combating labor exploitation, U.S. Immigration and Customs Enforcement (ICE) executed a federal search warrant at a rental equipment business in San Juan, Puerto Rico, on February 21, 2025. This operation is part of an ongoing investigation by ICE Homeland Security Investigations (HSI) targeting establishments allegedly involved in the employment of undocumented workers from the Dominican Republic and Haiti.
The operation was supported by multiple federal agencies, including the Drug Enforcement Administration, U.S. Marshals, U.S. Customs and Border Protection, and the FBI, among others. Although no arrests were made during the search, ICE HSI seized important documents and digital media devices that may provide evidence related to the investigation. The items collected include employment records, tax documents, I-9 forms, bank statements, and various electronic devices.
Rebecca González-Ramos, Special Agent in Charge of ICE HSI San Juan, emphasized the multifaceted nature of the investigation, stating, “We are not only enforcing immigration laws but also identifying any labor exploitation crimes including forced labor, a modality of human trafficking.” This statement highlights the agency’s commitment to tackling serious crimes that affect vulnerable populations.
