Borno State Governor, Professor Babagana Umara Zulum, has signed the 2025 appropriation bill into law, approving a total budget of N615.86 billion.
The governor had initially presented a proposed budget of N584.76 billion to the State House of Assembly on December 9, 2024. Following extensive deliberations, the Assembly passed the bill on December 24 with an upward adjustment of N31 billion.
During a brief signing ceremony held at the Council Chamber of the Government House on Monday, Governor Zulum highlighted the significance of the budget, named the “Budget of Recovery and Continuity.” He reiterated his commitment to fulfilling all campaign promises made during his 2023 election campaign.
“This year is very important for me because I want to complete all my promises I made during the 2023 electioneering campaigns,” Zulum stated.
He urged heads of Ministries, Departments, and Agencies (MDAs), as well as members of the state executive council, to adhere strictly to the provisions of the budget when presenting memos for approval.
The governor also expressed gratitude to the Borno State House of Assembly for its timely passage of the bill. “We have to commend the leadership of the House of Assembly and the maturity of the House, led by our able Speaker, Rt. Hon. Abdulkarim Lawan,” Zulum said.
He acknowledged the legislature’s crucial role in supporting the government’s developmental agenda, adding that the cooperation between the executive and legislative arms has been instrumental in driving progress across the state.
In his remarks, Speaker Abdulkarim Lawan praised Governor Zulum for his visionary leadership and the numerous projects executed across Borno over the past six years. He explained that the upward revision of the budget was necessary to accommodate critical, people-focused projects to be implemented by various MDAs.
