We provide technical assistance, training, and information, with a focus on practical solutions that improve services where resources are scarce. We believe that individuals have the right to make informed decisions about their reproductive health and to receive care that meets their needs. We work in partnership with the government, institutions, and healthcare professionals to make this right a reality. EngenderHealth is recruiting qualified candidates for an anticipated USAID-funded quality improvement program in Nigeria. Through a consortium of partners led by EngenderHealth, this program will expand access to and utilization of quality primary health services, which may include family planning (FP), maternal health, nutrition, immunization, and malaria services. Reports to: Chief of PartyJOB SUMMARYThe Finance and Operations Director will have primary responsibility for managing all fiscal and operations activities for the anticipated USAID-funded quality improvement activity. On the fiscal side, this position will have oversight and authority over budget monitoring and financial reporting for EngenderHealth and its consortium members, ensuring compliance with EngenderHealth and USAID rules and regulations. On the operations side, the Finance and Operations Director will have authority and oversight over activity procurement; operational and contractual arrangements with sub-awardees/sub-grantees; office management; logistics; and compliance with applicable USAID rules and regulations. Additionally, the Finance and Operations Director will be responsible for directing operational and administrative support for setting up and closing out field offices. To successfully deliver on these duties, the Finance and Operations Director will collaborate with counterparts within EngenderHealth’s global and Nigeria team and partner representatives. The Finance and Operations Director will also provide support and training to EngenderHealth, and partner organization team members as needed, to help ensure sound, reliable, effective, and efficient financial management systems. This position will report to the Chief of Party.ESSENTIAL FUNCTIONS

  • Lead development and strengthening of systems and tools for successfully administering
  • the activity, including general administrative processes, financial management, sub-award management, accounting, and logistics.
  • Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-award and operations aspects of the activity.
  • Review and strengthen the financial control system including zero tolerance of fraud and effective management of fiduciary risk, ensuring that there is transparency and an audit trail along the financial supply chain.
  • Supervise relevant finance and support staff such as the accountants, finance officers, and the finance manager, and motivate and mentor a high-performing team. Leverage the strengths of the current team members, and develop and train them to reach optimal individual and organizational performance goals. Manage and supervise all compliancerelated matters including the development and monitoring of Corrective Action Plans, co-facilitating the monthly compliance team meetings (with the Chief of Party), timely submission of quarterly compliance reports to HQ, etc.
  • Supervise the implementation of financial policies and procedures to ensure compliance to generally accepted accounting principles, EngenderHealth standards, and government and other donor regulations.
  • Lead and manage the activity’s finance and administrative systems for budgeting, financial monitoring and reporting, procurement, and inventory management, as well as sub-awards.

QualificationsREQUIREMENTS

  • Must possess the following requirements with or without a reasonable accommodation.
  • Master’s Degree or higher in Business Administration, Finance, other relevant fields, or equivalent experience.
  • At least 7 years of experience in the administrative and financial management of large health projects, including experience in the management of USAID projects.
  • Experience managing and auditing financial data and processes in excess of $20 million, including: -Supervision of budget, data collection, and spending; -Tracking of multiple funding codes; -Risk management; -Opening/closing funding sources and in-country offices; and -Disposal of capital equipment. Experience writing financial analysis narratives for internal, regulatory, and donor audiences.
  • Experience executing and managing subawards and small grants.
  • Familiarity with USAID rules and regulations, and Federal Acquisition Regulations.
  • Proficiency in relevant computer applications and databases.
  • Excellent organizational, analytical, oral, and written communication skills. •Experience interacting with the US government, Nigerian government, multilateral agencies, and other key stakeholders.
  • Proficiency in English.

  • ERP Sage X3 and/or QuickBooks knowledge.
  • Certified Non-Profit Accounting Professional (CNAP) or CPA.
