Our commitment to partnerships at all levels and our multi-disciplinary approach allows us to have a lasting impact on the people, communities and countries we serve by improving the lives of millions.As the Director of Finance and Administration for the USAID Nigeria HIS and Digitization Project, you will be responsible for providing strategic financial leadership and ensuring compliance with USAID regulations and internal policies. You will oversee all financial aspects of the project, including budgeting, financial reporting, risk management, and compliance. Working closely with project leadership, partners, and USAID representatives, you will play a crucial role in optimizing financial performance and achieving project objectives.Accountabilities:

  • Develop and implement financial strategies to support the successful implementation of the USAID Nigeria HIS and Digitization Project.
  • Manage the project budget, including forecasting, monitoring, and reporting on financial performance to stakeholders.
  • Provides strategic leadership to the budget and finance staff at the regional or organization-wide level. Sets departmental operational plans, goals, and policies.
  • Ensure compliance with USAID rules and regulations, as well as internal financial policies and procedures.
  • Oversee the preparation and submission of accurate and timely financial reports to USAID and other stakeholders.
  • Provide guidance and training to project staff and partners on financial management best practices and compliance requirements.
  • Conduct regular financial risk assessments and implement mitigation measures as necessary.
  • Coordinate with internal and external auditors to facilitate audits and ensure adherence to audit recommendations.
  • Collaborate with project teams to identify opportunities for cost savings, efficiency improvements, and revenue generation.
  • Build and maintain effective relationships with USAID representatives, subcontractors, and other key stakeholders.
  • Represent the organization in financial matters related to the USAID Nigeria HIS and Digitization Project, including meetings and negotiations.

Applied Knowledge & Skills:

  • Has significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Expert level knowledge and past experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines.
  • Provides innovative and strategic leadership to multiple divisions and is able to gain cross- functional support for major projects, improvements or changes.
  • Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.
  • Must have excellent communication, diplomatic and negotiation skills.
  • Ability to multi-task, meet deadlines, and accomplish goals.

Problem Solving & Impact:

  • Decisions and actions have a direct impact on the outcomes of own department and possibly the entire organization.
  • Problems encountered are often complex, broad in scope, and implications are often unprecedented with no clear resolution.
  • Must be able to provide accurate, expert level advice to reach outcomes that will enable achievement of overall department and organization goals.

Supervision Given / Received:

  • Leads by “managing managers” or other direct reports in the functional area. Works under broad direction with considerable latitude for independent action.
  • Ability to motivate, mentor, and empower individuals to achieve expectations and goals set for the functional unit.
  • Reports to the Chief of Party.

Education:

  • Master’s Degree or its International Equivalent.

Experience:

  • Typically requires a minimum of 12+ years related work experience at the corporate or organization level; 6+ years managing a finance department is required.
  • Must be able to read, write and speak fluent English; fluent in host country language.
  • Preferred Education and/or Experience – experience working in a Non-governmental organization (NGO) preferred. Experience working with a global, international organization preferred. Certified Public Accountant (CPA) designation preferred.

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

  • 10% – 25%
