Search is an international non-profit organization that promotes peaceful resolution of conflict. With headquarters in Washington, DC, and a European office in Brussels, Belgium, Search’s mission is to transform how individuals, organizations, and governments deal with conflict – away from adversarial approaches and toward cooperative solutions. Search seeks to help conflicting parties understand their differences and act on their commonalities. With approximately 600 staff worldwide, Search implements projects from 50 offices in 35 countries, including Africa, Asia, Europe, the Middle East, and the United States.

Since 2003, Search has worked through its multi-media division, Common Ground Productions, in Nigeria, from 2004 to 2008 producing and broadcasting a TV series targeting a youth audience. In 2010, Search began building its engagement in Nigeria, initiating a multi-year conflict transformation program, utilizing media and support to civil society to expand and deepen the impact of the Common Ground approach in Nigeria. Search has established a permanent presence in Abuja as an operational base for several initiatives comprising the country program. Search works to support the peaceful resolution of conflicts in regions of Nigeria such as the Niger Delta, the North East, and North Central.

About the Project

Search for Common Ground (Search) Nigeria is proposing a 36-month project with an overall goal to empower actors to prevent and address conflicts along religious lines and advance Freedom of Religion or Belief (FoRB) in Nigeria. The overall goal will be supported by three specific objectives:

Project Strategic Objectives:

1. To establish effective Early Warning/Early Response (EWER) and referral mechanisms for addressing FoRB violations and violence along religious lines in Nigeria.

2. To strengthen support mechanisms for individuals at risk of FoRB violations.

3. To enhance public understanding of interfaith conflict and the importance of FoRB.

Search is implementing a nationwide project that is engaging key actors at the National level and also across the 6 geopolitical regions of Nigeria. The geographic scope is National, Search will at regular intervals convene key actors from all regions in a central location and after that coordinate them through in-person and online engagements on this project. The scope is on the premise of the difficulty in predicting which region of the country will be affected by conflict along religious lines. It is also an outcome of an analysis of recent incidents of religious conflicts in Nigeria which has cut across the North, South, and Eastern regions. The choice of a national scope is also informed by learnings of Search from similar projects implemented in the past where key stakeholders have asked questions related to the rationale for limiting the scope to the Northern Region of Nigeria. In addition, the National scope also presents an opportunity to establish a Nationwide EWER mechanism through the National Inter-religious Council, Community of Practice, Common Ground Journalist forum, and social media influencers which will comprise key actors at the National level and across the 6 geo-political regions with the mandate to respond to the rise in conflict along religious lines.

Background

The need for promoting freedom of religion or belief (FoRB) and inter-religious harmony has become increasingly significant in today’s global context. As part of our efforts to address these issues, Search for Common Ground is launching a dedicated Toll-Free Line that serves as a beacon for promoting religious freedom and ensuring violations along these lines are reported. This service is designed to support and uplift individuals, ensuring that everyone has the right to practice their religion or belief without fear or discrimination.

This ToR solicits the services of a skilled video production consultant to create a 2-minute video that demonstrates the functionality and impact of the toll-free hotline to be launched for reporting religious freedom violations.

The video will showcase the various processes from the victim’s initial call to the response received, and referrals made to relevant stakeholders after the information is analyzed on the early warning dashboard. The goal is to raise awareness of the hotline’s role in promoting religious freedom and encouraging individua

Scope of Work

  • The consultant will be responsible for:
  • Collaborating with the project team to fully understand the objectives and concept of the video.
  • Identifying and securing appropriate filming locations, props, and talent for the video shoot.
  • Managing the video production process, including directing, filming, and capturing relevant visuals.
  • Overseeing post-production activities such as video editing, sound design, and finalizing the video for distribution.
  • Providing regular updates and seeking feedback from the project team to ensure alignment with the project’s vision.
  • Delivering the final 2-minute video in the required format and resolution.

Key Responsibilities

  • A finalized script for the 2-minute video.
  • Production schedule and plan, including proposed filming locations and talent.
  • Raw and edited footage, including sound design and visual effects.
  • The final 2-minute video showcases the functionality of the toll-free hotline.
  • The consultant is expected to complete the entire scope of work within 2 weeks from the date of the contract signature.
  • Timeline: January 31st, 2024

Qualifications:

  • Proven experience in producing impactful and engaging videos with social or humanitarian themes.
  • Demonstrated ability to develop compelling scripts and storyboards that effectively convey key messages.
  • Proficiency in video production and editing, with access to necessary equipment and resources.
  • Strong communication and collaboration skills to work effectively with the project team.
  • Understanding of the sensitivities and nuances surrounding religious freedom and human rights issues.

Budget

  • Interested consultants are requested to submit a detailed budget proposal outlining all anticipated costs, including pre-production, production, post-production, and any additional expenses.

Evaluation Criteria

  • Proposals will be evaluated based on the consultant’s experience and expertise, the quality of previous work, the proposed budget, and adherence to the project’s objectives.
