Job description: CBM is an international Christian development organization, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. CBM works in partnership with local civil society organizations’, communities, government and in alliance with international organizations in Africa and the rest of the world.

Terms of Reference:

Introduction:

The purpose of this Terms of Reference (ToR) is to outline the scope and objectives for developing a detailed Strategic Plan for CBM. The Country Strategic Plan and its implementation plan will serve as a guiding document to steer the CBM International activities and initiatives in Nigeria over the next 6 years beginning from 2024-2030, in line with CBM International 3 way working collaborations to increase service delivery in the fields of inclusive healthcare, inclusive education, rehabilitation and livelihood development as well as organizational development of partner’s organizations.

Provide a concise overview of the CBMI as International Non-Governmental Development Organization, including its mission, vision, values, and core objectives, and describe the current programs to help understand the context in which the CBMI operates and identify areas for improvement.

Objective

The overall objective of this consultancy is to facilitate the development of CBM International Nigeria country office 2024-2030 Country Strategy Plan (CSP) and its implementation plan in line with the principles of needs and impact-oriented use of resources

  • To identify the CBM’s priorities and key focus areas for the next 6 years.
  • To establish measurable goals and targets for each sector of operation.
  • To outline specific strategies and action plans for achieving the identified goals.
  • To ensure alignment between CBMI vision, mission, and operational activities.
  • Actively engaging with CBMI staff through the use of participatory processes.
  • Produce of deliverables in accordance with the requirements and time frames of the Terms of Reference.
  • Facilitate a two-day implementation planning workshop with CBMI staff.
  • Draft and finalize the strategic plan

Scope

The scope of this strategic plan will include activities that seeks to meet the objectives listed above.

Deliverables

The expected deliverables from the strategic development plan process shall reflect:

  • CBM vision
  • CBM mission statement
  • CBM goals
  • A plan of action, approach and tactics to achieve those goals
  • Final Report
  • Summary of findings
  • Develop Country Strategic Plan shall cover the outlines below:
  • The Executive Summary
  • The Strategic Priorities
  • The Baseline Analysis
  • The Implementation Risks
  • The Operational matrix
  • The Budgetary Plan
  • The Monitoring and Evaluation Framework for Country office
  • Appendixes
  • Produce hard and soft copies of the final implementation Plan in line with the country strategy Plan.
  • Develop an implementation planning workshop agenda and facilitation plan
  • Conducting an external assessment: Analyze the CBM relationships with stakeholders, partners, and the overall socio-economic and political environment.
  • Capacity-building recommendations: Identify areas where the CBM capacity needs improvement and propose relevant capacity-building initiatives.

Methodology

The consultant to adapt and update the current CBM Nigeria Country Strategic Plan CSP and Implementation Plan to align with core strategic principles of CBM International ensuring that the country plan response to CBM Nigeria context. The consultant is expected to submit a brief inception report detailing methodology for achieving the results of the Country Strategy Plan development (CSP) and its implementation plan. The Country Strategy Plan must meet the principles of being inclusive (Inclusion of Persons with Disabilities).

Timeline:

The consultancy shall be for an initial period of 5 months with the possibility of one-month extension for the strategic plan process including key milestones and deadlines for each deliverable. This will ensure that the planning process stays on track and is completed within a reasonable time frame.

Management Responsibilities and Country Strategic Plan Development team

CBM’s Responsibilities

  • Contract the consultant selected through a robust procurement process;
  • Oversee the implementation and quality of the findings;
  • Provide project specific documents as require by the consultant
  • Monitor and assess the quality of the finding and its process
  • Provide guidance and institutional support to the external consultant
  • Facilitate access to partners;
  • Facilitate and participate in briefing and de-briefing meetings
  • Review draft report
  • Pay the consultant based on the agreed terms and conditions specified in the expression of interest
  • Approve the final report; all products related to the evaluation shall be submitted to CBM Nigeria at the end of the assignment and upon approval of the final report.

Reporting and Communication:

The consultant shall outline the reporting structure and communication channels to ensure effective coordination and feedback throughout the strategic planning process.

The consultant shall specify the key contact person responsible for overseeing the strategic plan development process and facilitating communication among stakeholders.

Confidentiality

Include a statement ensuring the confidentiality of sensitive information shared during the strategic planning process.

Approval: Specify the process for approving the final strategic plan, including sign-off by the CBMI Nigeria Country Director.

Reference Documents

The Country Strategic Plan shall response to local context while considering core strategic principles of CBM International Plans and must be aligned to:

  • Sustainable Development Goals
  • UN Convention on the Rights of Persons with Disabilities
  • Initiative Plans
  • Fundraising
  • CBMI Theory of Change
  • CBMI Programme Quality Framework

Required Expertise

  • Interested persons must have a minimum of five years’ experience in assessment of International Non-governmental organization interventions with evident capacity in developing strategy plan and implementation documents.
  • Advance Degree in Public health, social sciences or other relevant fields. MSc in development study will be added advantage.
  • Understanding of monitoring processes, learning, adaptation and evaluation. Ability to draw practical conclusions and to prepare well‐written reports in a timely manner.
  • Ability to establish best practices and then recommend ways for integrating these into the CBM workflow.
  • Awareness and sensitivity to the particular needs of persons with disabilities, women and children is desirable.
  • Excellent interpersonal and communication skills.
  • Ability to facilitate and work with a multidisciplinary team.
  • Ability to quickly identify the strengthens, weaknesses, challenges, opportunities, provides feedback and consider suggestions on how CBM adopt the aforementioned
  • Strong understanding of International Non-Governmental Development Organization Implementation Plan, monitoring processes, adaptation and evaluation.
  • Good interpersonal skill and ability to work well with teams.
  • Proven ability to be flexible in demanding situations.
  • Be familiar with and abide by CBM’s Code of Conduct, Child safeguarding policy and other regulatory codes.
  • Analytical skills and ability to clearly synthesise and present findings in a concise and logical sequence.
  • Ability to draw practical conclusions and to prepare well‐written reports in a timely manner.

Working equipment

CBMI will not provide working equipment for the consultant to develop the Country Strategic Plan. The consultant will be expected to have computer as working equipment to deliver the work.

Professional Fees. The first tranche of payment (50%) will be made upon submission and approval of the inception report and invoice submitted by the Consultant. The last tranche of payment (50%) will be made following the submission and approval of all deliverables as stated above and receipt of invoice from consultant. CBMI will deduct withholding tax from the consultancy fees as mandated by the government.

Incidental Costs/Operating Expenses: Incidental costs/operating expenses which includes transportation, accommodation and meals during official travel shall be taking care of by the consultant.

Personal Insurance: The consultant shall procure and be responsible for his/her own insurance coverage at his/her own cost.
