Xavi is keen to strengthen his midfield following the departure of Sergio Busquets.
The club were offered Bayern Munich’s Joshua Kimmich last summer but the Catalans could not afford a move for the Germany international.
Instead, the La Liga giants must target players approaching the final years of their contract or who are out of favour at their clubs.
Though Jorginho is only approaching his 32nd birthday, he is considered a target by the club, according to ESPN.
The Italian joined Arsenal from Chelsea last January in a £10million move.
Mikel Arteta felt the midfielder could provide Arsenal with more experience and he’s been pleased with how he’s settled at the club.
But a move to the Nou Camp would appeal to Jorginho, in the same fashion it did to former Manchester City ace Ilkay Gundogan.
Barcelona have also shortlisted Liverpool star Thiago Alcantara for a possible return to the Nou Camp.
Thiago left Barcelona for Bayern Munich in 2013, and he spent seven years in Germany before moving to Anfield.
